The Request for Quotation (RFQ #19WA8025Q0014) seeks a vendor capable of providing transportation using minivans (up to 13 passengers) and sedans/SUVs (up to 4 passengers) throughout Windhoek and surrounding areas. Key contractor requirements include having drivers with Level 2 English proficiency, vehicles equipped with two-way communication devices, a 15-minute response time for pickups, and comprehensive knowledge of local routes. The solicitation will be evaluated based on the vendor's ability to meet detailed service specifications, including maintaining required insurance, licenses, and establishing a permanent business address in Namibia within 30 days of award. Interested vendors must submit their quotations by February 10, 2025, with all responses to be sent electronically, and the government reserves the right to award the contract based on initial offers without further discussion.
The contract is not set aside for any specific business category and will be a fixed-price Blanket Purchase Agreement (BPA) with an estimated total value of USD 150,000 and a maximum not to exceed USD 250,000. Transportation services will cover critical locations including Hosea Kutako International Airport, Eros Airport, the U.S. Embassy, embassy employee residences, conference venues, and hotels within Windhoek and potentially extending to other Namibian cities like Walvis Bay, Swakopmund, and Northern Namibia. Individual purchase orders under the BPA cannot exceed USD 200, and the embassy will utilize a coupon system for tracking and billing rides. The contract will require the vendor to provide pricing that includes VAT and be prepared to offer services on both scheduled and on-demand basis. Performance will be entirely within Namibia, with the primary service area being the Windhoek metropolitan region.
