About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting preventative maintenance services for three diesel workboats—one 19-foot barrier boat and two 30-foot workboats—operated by Naval Station Rota Port Operations. The contract requires comprehensive monthly, quarterly, semi-annual, and annual planned maintenance across all vessel systems, including dual diesel engines, fuel systems, electrical systems, steering systems, fire suppression systems, and navigation equipment. Contractors must provide all tools, materials, parts, labor, equipment, supervision, and transportation necessary to perform maintenance tasks outlined in detailed Performance Work Statements and maintenance checklists. Evaluation will be conducted on a best-value trade-off basis with past performance as the more important factor compared to price, requiring offerors to submit evidence of at least one relevant contract completed within the past three years involving small boat or vessel repair with marine systems experience, preferably for a government or military customer. The offer due date is March 17, 2026 at 10:00 AM local Spain time, with written questions due at least two days prior to closing; quotations must be submitted via email to nelson.j.arias.civ@us.navy.mil.
This acquisition is not set-aside for any particular business category, though the solicitation document references a small business set-aside and women-owned small business designation in the RFQ details. The initial contract period runs from March 23, 2026 through April 22, 2027, with four option years available, establishing a potential five-year contract for maintenance services. Contractor personnel must include at least two individuals with minimum two years' experience in diesel marine workboat maintenance, with one possessing OEM-certified expert proficiency in diesel engine maintenance and another managing record-keeping with proficiency in Microsoft Office and Adobe Acrobat applications. The contractor must maintain 24/7 availability to respond to emergency maintenance requests within four hours of notification and work during normal business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m. local time) at Naval Station Rota in Rota, Cádiz, Spain (11520). Prices must be quoted exclusive of Spanish IVA under DFARS exemption provisions, and the Government will verify contractor responsibility including adequate financial resources and active SAM.gov registration prior to award.
