This is a pre-solicitation notice intended to identify qualified HUBZone, WOSB, SDVOSB, and small businesses; no contract award will be made based on this notice, and the Government incurs no obligation to procure.
The Government has issued a draft Statement of Work as informational material only and will not answer questions on it at this time, though submission of comments and recommendations on the SOW is optional. Respondents should submit RFI responses in writing via email to Nicolas Wilhelm (Contracting Officer, WilhelmNA@state.gov), James Tyson (Contract Specialist, TysonJC@state.gov), and Annie Harlow (Contract Specialist, HarlowAL@state.gov) by 12:00 noon EST on June 22, 2026. The Government will not compensate respondents for costs incurred in preparing responses, and will not entertain telephone inquiries. Participation in this market research does not obligate vendors to respond to any future solicitation, nor does a decision not to respond preclude participation in subsequent competitive action. The procurement falls under NAICS 517410 (Satellite Telecommunications), with no set-aside category designated.
