About this opportunity
Air Combat Command seeks removal and replacement of approximately 20,000 square feet of carpet and 2,500 linear feet of vinyl cove base in Building 1947, Second Floor at Shaw Air Force Base, South Carolina, with revised proposals due September 22, 2026, at 2:00 PM Eastern Time. This is a 100% small business set-aside (NAICS 314110, Carpet and Rug Mills, 1500-employee size standard) using firm fixed-price pricing across three contract line items: carpet cost (CLIN 0001), adhesive cost and floor preparation (CLIN 0002), and installer labor including shipping (CLIN 0003). Performance must be completed within 30 business days from receipt of materials at Shaw AFB.
Carpet and adhesive materials must be sourced exclusively from one of seven government-designated Tier I manufacturers—Mohawk, Interface Americas, Tarkett, Bentley, Engineered Floors, Mannington, or Milliken—at locked not-to-exceed pricing with zero contractor markup or profit allowed on materials. The preferred carpet is Milliken Southern Analogue 19.7×19.7 solution-dyed nylon in Pinhole color PH418 Zoom. All contractor employees must undergo criminal background checks and obtain base access credentials. Work hours are 7:30 AM to 4:30 PM Monday through Friday, excluding federal holidays recognized by Shaw AFB. The contractor must provide a five-year warranty against seam fraying or unraveling, manage hazardous waste and debris disposal per South Carolina Department of Health and Environmental Control regulations, and coordinate operations with the Civil Engineering Squadron.
A mandatory site visit occurred August 11, 2026, at 2:00 PM EST. Amendment 0004 (September 18, 2026) requires all offerors, including prior submitters, to resubmit pricing using the standardized Pricing Worksheet (Attachment 5) with all highlighted fields populated; offers in any other format will be deemed non-compliant and eliminated. Amendments 0001 through 0003 incorporated contractor questions and responses, revised statements of work, updated wage determinations (WD 2015-4439 Rev 31, effective August 27, 2026), and the pricing worksheet. Evaluation is on technical acceptability (pass/fail) and lowest price. The contracting officer is Daniel P. Kane, Air Force 20 Contracting Squadron.
