About this file

This is an Amendment containing Contractor Questions and Government Responses for solicitation FA480326Q0088, B1947 Carpet Removal and Replacement at Shaw Air Force Base.

The procurement is a 100% Small Business Set-Aside with NAICS code 314110 (Carpet and Rug Mills) for carpet removal and replacement services. Contractors must purchase carpet and carpet adhesives exclusively from seven pre-established Tier I manufacturers through an existing strategic contract vehicle at locked-in not-to-exceed (NTE) pricing. No contractor markup or profit is permitted on carpet and adhesive materials for CLINs 0001 and 0002 under this firm-fixed-price contract; compliance will be verified against the NTE pricing worksheet. The Government will not verify pricing through open-book accounting or original invoices. The work area is located outside occupied rooms, primarily in the hallway area, requiring no work phases. Theater seating disassembly and reassembly is required; the Government provided no response regarding floor anchoring responsibility. The Period of Performance is 30 business days from receipt of materials, defined as when the contractor accepts all materials from the source of order. The Government estimate of approximately 2,000 square yards of carpet is informational only; the contractor is responsible for actual site measurements, and no contract modifications will be issued for quantity variances. Standard duty hours are 07:30–16:30, with no clarification provided on overtime requirements for noise-heavy demolition work.

Amendment 0001 to Solicitation: FA480326Q0088

Contractor Questions and Government Responses

B1947 Carpet Removal and Replacement

1. NAICS 314110 and the Non-Manufacturer Rule (NMR): The solicitation is a 100% Small Business Set-Aside assigned NAICS code 314110 (Carpet and Rug Mills). However, the SOW mandates that carpets and adhesives must be purchased from seven specific Tier I Manufacturers, many of which are large businesses. Could the Government clarify if a class waiver to the Non-Manufacturer Rule applies to this acquisition, or if the Prime is expected to provide products from a small business manufacturer despite the mandatory source list?

Government Response: The Statement of Work requires all interested contractors purchase carpet and carpet adhesives from the seven (7) listed vendors. The vendors are part of an existing strategic contract vehicle. Tier I Carpet Contracts were awarded through full and open competition to 7 carpet manufacturer vendors that meet the established technical requirements and evaluation criteria. These contracts lock in not-to-exceed (NTE) pricing for carpet, terms and conditions, and reporting requirements.

2. Clarification of 0% Mark-up on FFP CLINs: The SOW states that "Contractor mark-up/profit are not allowed on carpet and carpet adhesives" for CLINs 0001 and 0002. As this is a Firm-Fixed-Price (FFP) solicitation, please clarify if the Government requires "open book" accounting, such as the submission of original manufacturer invoices with the proposal or at the time of invoicing in WAWF, to verify compliance with the 0% mark-up requirement.

Government Response: All interested contractor are required to purchase the carpet and carpet adhesive from the Tier I vendors as specified in the SOW. The Government will verify (based on the NTE pricing of the pricing worksheet) that the quoted prices have not been marked above the NTE existing prices on the existing contract.

3. Theater Seating and Floor Anchoring: The SOW requires the contractor to disassemble and reassemble theater chairs. Please clarify if these chairs are currently floor-anchored to the subfloor. If anchoring is required, is the contractor responsible for patching existing anchor holes in the concrete slab and/or drilling new anchor points through the new modular tiles?

Government Response: N/A

4. Phasing and Occupancy Constraints: The SOW notes that "Buildings will be occupied during all work activities" and that "Phasing of work may be required to support the mission". To ensure an accurate labor quote for CLIN 0003, could the Government provide the anticipated number of phases or clarify if "occupied" status will require the contractor to perform noise-heavy demolition work outside of the standard 07:30–16:30 duty hours?

Government Response: Since the required work area is outside any of the rooms and primarily in the hallway area there would be no phases necessary.

5. Quantity Variance Risk: The Government estimate is approximately 2,000 sq yd of carpet, but the SOW specifies the Government is not responsible for incorrect measures.

Given that profit is prohibited on material costs, please clarify if CLIN 0001 will be adjusted via a contract modification if the contractor’s verified site measurements (required per SOW) exceed the 2,000 sq yd estimate provided for informational purposes.

Government Response: The contractor is responsible for the measurements of all the materials. The Government “estimates” are intended to be informational only. The award will be a firm-fixed price contract. There will not be any adjustment made.

6. Definition of "Receipt of Materials": The Period of Performance is 30 business days "upon receipt of materials". Please clarify if this trigger refers to the date materials are received at a contractor’s off-base staging facility or the date of physical delivery to Building 1947 at Shaw AFB.

Government Response: Receipt of Materials means when the contractor accepts/receives all the materials from the source of order to complete the job.
