About this opportunity
The Department of the Air Force Air Mobility Command seeks removal and replacement of flooring in Building 642 at Little Rock Air Force Base, Arkansas, with proposals due August 17, 2026. The procurement is a 100 percent small business set-aside under NAICS 238330 (Flooring Contractors), PSC 7220 (Floor Coverings).
Place of performance is Little Rock Air Force Base, Arkansas 72099. Work includes removal of approximately 9,675 square feet of existing flooring and 1,837 linear feet of cove base, and furnishing and installation of commercial modular carpet tiles (24-inch by 24-inch format), luxury vinyl tile, and vinyl or rubber cove base (4-inch, 0.080 thick, Johnsonite Moonrock color or equivalent). Carpet and adhesives must be sourced through the Air Force Carpet II Program from one of seven Tier I contractors: Mohawk, Bentley Mills, Engineered Floors, Interface, Mannington, Milliken, and Tarkett. Material delivery must occur within 15 days of award; labor must commence no later than 30 days after award; work must be completed within 45 days of material reception or 90 days of contract award, whichever is earlier. Contractor personnel must obtain base passes using state-issued REAL-ID or US Government Passport; non-US citizens may require up to 30 days for authorization. Building 642 is an active administrative facility with over 100 daily personnel and may require weekend work with government-provided escort. The contractor is responsible for all furniture removal and reinstallation, waste disposal with mandatory recycling, surface preparation, and cleanup. A 12-month warranty covering workmanship and labor defects is required; material warranties follow manufacturer specifications.
The solicitation consists of three firm fixed-price line items: carpet materials, adhesive, and labor. Evaluation weighs price and technical capability equally. Award will be made to the offeror representing best value; the government will rank responsive offers by price first, then conduct technical evaluation of lowest-priced offers until at least three are rated acceptable. Prior to award, the installer must provide a quote validating that carpet and adhesive prices per square foot are at or below the not-to-exceed prices established in the Tier I contracts. Questions were due August 6 at 10:00 AM Central Time; a mandatory site visit was held August 5, 2026 at 9:30 AM Central Time at Little Rock AFB Visitor Center. Amendment 2 (August 12) added site visit sign-in sheet, RFI answers, and Tier I contractor pricing attachments.
