About this file
This is a Questions and Answers document for the 19 CONS Carpet Replacement project, an Air Force carpet installation contract.
The document clarifies key project requirements and operational parameters. The 19 CONS Carpet Replacement and 19 CPTS Carpet B1255 projects are separate contracts with independent timelines stated in the Performance Work Statement; both must be completed by the contract end date. A 4.5-inch cove base is acceptable for both projects. The contractor is responsible for all furniture moving, including safes, and must coordinate with the facility regarding placement of a dumpster and box trailer for materials storage on-site. Carpet and adhesives must be purchased through the Air Force Carpet II Program as a mandatory source, with pricing to be provided in an amended solicitation. The base will provide a recycling container for cardboard and recyclable materials, but the contractor bears responsibility for all non-recyclable waste disposal. After-hours or night work is permitted only with written approval from the Contracting Officer and if the facility can provide an escort. The reception area of Building 642 consists of ceramic tile and is not included in the scope of work. Material and colors from all seven Tier 1 vendors are specified in the PWS, eliminating the need for offerors to make assumptions regarding carpet color selection for bidding purposes.

Questions – 19 CONS Carpet
1. Will the 19 CONS Carpet Replacement project and the 19 CPTS Carpet B1255 project be performed simultaneously, or may they be completed at different times?
Each facility is a separate contract on its own. Each project has a timeline stated in the PWS that must be met. All work must be completed by the end date of the contract.
2. Is a 4.5-inch cove base acceptable for both projects?
Yes
3. Is the contractor responsible for moving the safes, or will they be relocated by the Government prior to flooring installation?
Contractor is responsible for all furniture moving, including safes if needed.
4. Will the contractor be permitted to leave a dumpster and a box trailer containing materials and supplies on site for the duration of the work?
Yes with coordination so we may work with the facility for location.
5. In the PWS, it states 2.6 Carpet and adhesives furnished for this project must be purchased through the Air Force Carpet II Program as a mandatory source. It then goes on to give a link. You have to have a log in to view the site. How do we get access to that to view the pricing?
Amended solicitation will have the pricing.
6. For disposal of construction debris, will the contractor be responsible for daily disposal and haul-off, or will space be provided for a construction dumpster?
See answer on question 4.
7. If a construction dumpster is not provided, may the contractor use existing base dumpsters for disposal of construction debris?
No. The base will provide a recycling container for the cardboard boxes and any other recyclable material. Contractor is responsible for all non-recyclable waste.
8. Is after-hours or night work permitted to facilitate the room-by-room phasing of the project?
If the CO agrees and the facility can provide escort. The request will have to be made in writing to the CO after the contract award.
9. If the reception area carpet is not included in the replacement scope, should the new carpet tile match the existing reception area carpet?
The reception area of building 642 is ceramic tile and not included in the scope of work.
10. We are obtaining material quotations from an approved Tier I vendor as required by the solicitation. The vendor has advised that pricing may vary depending on the selected carpet color. Has a carpet color been selected for this project? If not, should offerors base their quotations on a standard color within the specified product line for bidding purposes?
Material and colors from all seven Tier 1 vendors are provided in the PWS.
