About this opportunity
The 16th Air Force is conducting an ongoing Commercial Solutions Opening (CSO) under solicitation FA7037-23-S-C0001, authorized by 10 USC 3458 and R-DFARS 212.70, with no hard deadline for the umbrella solicitation itself; individual topic-specific Calls carry their own deadlines and remain open until terminated annually.
The 16th Air Force uses the CSO mechanism to solicit innovative commercial items, technologies, and services through a competitive peer-review process similar to a Broad Agency Announcement. "Innovative" is defined as any technology, process, or method new as of the proposal submission date, including new applications of existing technologies. All proposed solutions are treated as commercial items. The Government reserves the right to fund all, some, one, or none of proposals submitted; to fund partial proposals; and to make incremental awards. Funding is not guaranteed and is subject to availability. Awards may result in Contracts or Other Transaction Agreements under 10 U.S.C. 2371b, structured as Firm Fixed Price (FFP) or Fixed Price Incentive (FPI) instruments.
The solicitation encompasses nineteen topic areas: Electromagnetic Warfare (Topic 001); Information Operations (Topic 002); Electromagnetic Digital Communications (Topic 003); Multi-Domain Innovation (Topic 004); Weather and Climate Resources (Topic 005); Intelligence, Surveillance and Reconnaissance (Topic 006); Department of the Air Force Information Network (Topic 007); Geophysics and Seismology (Topic 008); Air and Space (Topic 009); Directed Energy Weapons (Topic 010); Nuclear and Nuclear-Related Materials Analysis (Topic 011); Materials Modeling and Analysis (Topic 012); Enterprise Wide Integration and Architecture Modernization (Topic 013); Enterprise Asset and Lifecycle Management (Topic 014); High Performance and Secure Cloud Computing and DevOps Solutions (Topic 015); Defense Cyberspace Operations (Topic 016); Artificial Intelligence (Topic 017); Common Tactical Picture (Topic 018); and Battle Management and Command and Control of Non-Kinetic Effects (Topic 019).
Specific Calls under this umbrella solicitation employ a two-step evaluation process. Step I requires submission of a White Paper and Quad-Chart; successful offerors are invited to submit full proposals in Step II within timeframes specified by each Call. All offerors must register in SAM.gov, maintain responsibility status per RFO 4.203 and 9.1, meet applicable Cybersecurity Maturity Model Certification (CMMC) requirements, and obtain a Unique Entity Identifier (UEI) prior to award consideration. Unsolicited proposals are not accepted. Offerors should monitor SAM.gov for posted Open Call Periods, as no white papers or proposals are currently being requested.
