About this opportunity
The Department of the Air Force Pacific Air Forces seeks one prefabricated hazardous material storage building for the 15th MXS Waste Accumulation Point, with quotes due September 8, 2026, at 1600 Hawaii Standard Time. The procurement is a Total Small Business set-aside (100% SB, NAICS 332311, 750-employee size standard).
Place of performance and delivery is Joint Base Pearl Harbor-Hickam, Honolulu, Hawaii 96850, on an FOB Destination basis. Delivery is required within 120 days after contract date.
The building must comply with NFPA 30 and 40 CFR 264 Subpart DD standards and withstand minimum 120 mph wind loads. Exterior dimensions range from 26–28 feet width, maximum 10 feet depth, and 8–10 feet height. The interior comprises three separate rooms with two partitions, each rated for 2-hour fire resistance and fully insulated. The structure features galvanized steel grating flooring, a 6-inch-deep spill containment sump with minimum 65-gallon capacity for petroleum, oil, and lubricant materials, explosion-proof interior electrical components, and an integrated dry chemical fire suppression system. Mechanical ventilation is required; air conditioning is preferred but not mandatory. Doors must be hurricane-proof and opening outward, with 54-inch minimum width steel access ramps at each entrance. PE-stamped structural calculations are required. The building is designed to store approximately 150 gallons of used oil and 1,000 pounds of solid hazardous waste. Contractor delivery is mandatory; installation is preferred but optional.
This is a Firm-Fixed Price commercial items acquisition under FAR Part 12. Evaluation follows a best value tradeoff process weighing Technical Capability, Delivery/Installation Capability, Warranty, and Price, with all non-price factors combined approximately equal in weight to price. Payment terms are Net 30 unless alternate terms are proposed. Funds are not presently available; the government reserves the right to cancel the solicitation at any time. Quotes must include Sections 6–9 of the combined synopsis and solicitation; failure to provide all required sections will result in rejection as non-responsive. An amendment posted September 1, 2026, added Q&A clarifications on ventilation and dimensional design flexibility.
