DOCUMENT TYPE: Request for Quote (RFQ)
This is a Request for Quote (RFQ) issued by the 766 Enterprise Sources Squadron, United States Air Force, located at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The solicitation number is FA521526Q0037, posted on August 25, 2026, and is designated as a 100% Small Business set-aside. The solicitation seeks one Hazardous Material Building (Item 0001) under a Firm-Fixed Price (FFP) contract type. The NAICS code is 332311 with a size standard of 750 employees. Evaluation will follow a best value tradeoff process under FAR Part 12 (commercial items acquisition) utilizing four factors: Technical Capability, Delivery/Installation Capability, Warranty, and Price, with all non-price factors combined being approximately equal in weight to price. The Government intends to award to the responsible offeror offering the best value, reserving the right to select a higher-priced quote if justified. Delivery is required within 120 days after contract date (ADC) on an FOB Destination basis. Payment terms are Net 30 unless alternate terms are proposed. The Government notes that funds are not presently available and reserves the right to cancel the solicitation at any time with no obligation to reimburse offerors for costs. Two attachments—Salient Characteristics and Applicable FAR Provisions and Clauses—are referenced but not detailed in this document.

5. Evaluation Criteria IAW RFO 52.212-2
1. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This solicitation is being conducted under RFO Part 12, Acquisition of Commercial Products and Commercial Services. The Government will utilize a best value tradeoff process (comparative evaluation) to determine award. Formal RFO Part 15 evaluation procedures do not apply.
2. Evaluation Factors & Relative Importance
The following factors shall be used to evaluate quotes:
1. Technical Capability (conformance to the Salient Characteristics)
2. Delivery/Installation Capability (ability to ship to JBPHH and perform installation)
3. Warranty
4. Price
Relative Importance: All non-price evaluation factors, when combined, are approximately equal to price. As non-price factors become more equal, price becomes more important.
3. The Government reserves the right to make an award other than the lowest-priced quote, or other than the highest technically rated quote, if the Contracting Officer determines that the superiority of a higher-priced quote warrants the additional cost. For example, the Government may determine that a quote offering contractor installation and a superior, longer-term warranty justifies a higher price than a quote offering only standard delivery and a basic warranty.

8. Delivery Terms

(a) The Government desires delivery to be made according to the following schedule:
___120___Days After Date of Contract (ADC)
If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror’s proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government’s required delivery schedule as follows:
___120___ Days After Date of Contract (ADC)
Offeror’s proposed delivery schedule: __________ Days ADC
(b) Attention is directed to the Contract Award provision of this solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting
Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding:
(1) Five calendar days for delivery of the award through the ordinary mails, or
(2) One working day if the solicitation states that the contract or notice of award will be transmitted electronically.
(The term “working day” excludes weekends and U.S. Federal holidays.)
If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered non-responsive and rejected
