About this file

This document is a Statement of Objectives (SOO) for procurement of one prefabricated, weatherproof steel hazardous material storage building to be delivered to Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

The building must comply with NFPA 30 and 40 CFR 264 Subpart DD standards and withstand minimum 120 mph wind loads. Exterior dimensions range from 26–28 feet width, maximum 10 feet depth, and 8–10 feet height. The interior contains three separate rooms created by two partitions, each with a 2-hour fire rating and full insulation. The structure features galvanized steel grating flooring and a built-in, 6-inch-deep spill containment sump with minimum 65-gallon capacity compatible with petroleum, oil, and lubricant (POL) materials. Door configuration requires either two double doors and one single man door or three double doors, all hurricane-proof and opening outward, with 54-inch minimum width steel access ramps at each entrance. Climate and electrical systems must include explosion-proof interior electrical components, lighting, and exhaust fan capable of six air cycle changes per hour, compatible with 240V power supply. The building includes an exterior-mounted NEMA-rated load center box and static grounding system. Additional requirements include an integrated dry chemical fire suppression system and PE-stamped structural calculations. The building is designed to safely store approximately 150 gallons of used oil and 1,000 pounds of solid hazardous waste. Contractor delivery to JBPHH is mandatory; installation by contractor is preferred but optional.

Salient Characteristics: Hazardous Material Building

REQUIREMENT OVERVIEW

Structure Overview In accordance with NFPA 30, 40 CFR 264 Subpart DD, one (1) complete prefabricated, weatherproof steel building unit engineered for high wind resistance, capable of withstanding a minimum of 120 mph wind loads.

Dimensions & Layout

• Exterior Dimensions: Minimum 26 ft. to Maximum 28 ft. Width; Maximum 10 ft.

Depth. Minimum 8ft. to Maximum 10ft. Height.

• Internal Layout:

o Features two (2) internal partitions creating three (3) separate and distinct rooms.

o Each wall and partition shall have a 2-Hour Fire-Rating.

o Shall include full insulation for the walls, floor, and ceiling.

Doors and Access

• All doors must be Hurricane-Proof (equivalent to the 120 mph wind rating).

• Door Configuration:

o Shall include two (2) double doors and one (1) single man door or three (3) double doors.

o All doors shall open outward

• Ramps: Steel access ramps with a minimum width of 54 inches are required for each door.

Spill Containment & Flooring

• Flooring: Constructed using standard galvanized steel grating.

• Containment: Shall feature a built-in, 6-inch-deep spill containment sump. Sump capacity shall be a minimum of 65 gallons to accommodate fire suppression activation.

• Drainage: The sump includes a dedicated drain port equipped with a cap.

Storage Requirements & Material Classification The prefabricated hazardous material building shall be designed to safely store and contain the following estimated inventories of flammable and combustible materials:

• Liquid Storage (Class I/II/III Flammables/Combustibles): Approximately 150 gallons of used oil (stored in drums or compliant containers).

• Solid & Contained Hazards: Approximately 1,000 lbs. of solid hazardous waste and associated contained items.

• System Compatibility: The building’s spill containment sump, interior lining, and drainage systems shall be chemically compatible with petroleum, oil, and lubricants (POLs) and standard industrial solid waste.

Climate & Electrical Systems

• Electrical: All interior electrical components must be explosion-proof. Shall be compatible with a 240V power supply.

• Lighting: Explosion-proof interior lighting is required in each of the three rooms.

• Climate Control: Includes a climate control system utilizing an explosion-proof exhaust fan (forced air). Minimum 6 air cycle changes per hour.

• Power & Grounding: Equipped with an exterior-mounted NEMA-rated load center box and a static grounding system (including rod and internal lugs).

Additional Features

Fire Suppression: Equipped with an integrated Dry Chemical Fire Suppression System.

Certification: PE-stamped structural calculations are required.

Delivery and Installation

• Delivery: Contractor shall deliver the unit to Joint Base Pearl Harbor- Hickam (JBPHH), HI.

• Installation: Installation by the contractor is preferred but not mandatory.
