About this opportunity

The Department of Justice Bureau of Prisons is soliciting quotes for fresh bread products to supply FCI Cumberland in Maryland during the second quarter of Fiscal Year 2026. The procurement requires delivery of three types of bread items: 38,000 hot dog buns, 64,600 hamburger buns, and 12,000 loaves of sliced bread that must be fresh and delivered within 48 hours of baking. Vendors must meet specific CID classification standards for type, style, and preparation, and quotes must specify the number of buns per pack and usable slices per loaf in their offers. Award will be made on a best value basis, with evaluation criteria including price, past performance, and adherence to specifications. Quotes are due by December 11, 2025 at 12:00 PM Eastern Time and should be submitted via email to Brian Logsdon at blogsdon@bop.gov, with technical questions directed to Travis Schneider at tschneider@bop.gov.

This solicitation is designated as a total small business set-aside, limiting competition to certified small businesses. The contract period runs from January 1, 2026 through March 31, 2026, with weekly deliveries coordinated based on quantities specified by the Food Services Administrator. Delivery must be made to FCI Cumberland located at 14601 Burbridge Road SE in Cumberland, Maryland. No incumbent contractor is identified in the solicitation materials, and no specific budget range has been disclosed. The government retains significant procurement flexibility, including the right to award on an all-or-none basis and to reject vendors with delivery performance issues, with potential negative impacts on future past performance evaluations for non-delivery or operational failures.
