About this file
This document is an Additional Information file for a Request for Quote (RFQ) related to bread products for the Federal Correctional Institution (FCI) in Cumberland, Maryland. The solicitation covers weekly bread deliveries (fresh bread, hamburger buns, and hot dog buns) for the second quarter of FY26, spanning January 1, 2026 to March 31, 2026. Quotes are due by December 11, 2025 at 12:00 PM and will be evaluated on best value, considering price, past performance, and specifications.
The government retains significant procurement flexibility, including the right to award on an all-or-none basis and to reject vendors with delivery performance issues. Vendors should note strict delivery requirements, as non-delivery of items will result in order cancellation, fund de-obligation, and potential negative impacts on future past performance evaluations. Quotes should be emailed to Brian Logsdon at blogsdon@bop.gov, with technical questions directed to Travis Schneider, Food Services Administrator, at tschneider@bop.gov. The solicitation is issued by the Department of Justice Bureau of Prisons.

Additional Information:
The government reserves the right to award on an all or none and the “Best Value Continuum” basis.
Purchases will be awarded all or none.
All quotes are for FOB Destination.
Delivery problems have occurred for some companies that have impacted their past performance. As such, awards have not been made to those companies based on their past performance.
The FCI will continue such procedures as the inability to deliver products impacts menu planning and preparation of meals as well as increasing prices for re-procurement.
All item(s) not delivered by the date required are cancelled and the funds will be de-obligated; accordingly, the non-delivery of items, in part or in whole, will be reflected in your future past performance evaluation.
Accordingly, any/all shipping and restocking fees will be the responsibility of the vendor.
