About this opportunity

The Department of Interior's Interior Business Center, procuring on behalf of the Department of Health and Human Services Office of Inspector General, seeks quotations for multiple-award IDIQ contracts for law enforcement equipment under the SBA 8(a) program, with quotes due October 29, 2026, and questions due October 22, 2026.

This is a competitive 8(a) set-aside. The Government anticipates awarding up to four IDIQ contracts but reserves the right to make more, fewer, or no awards. The combined maximum value across all awards is $8.5 million over a five-year ordering period, with a minimum guarantee of $1,000 per awardee. The IDIQ structure includes a base period and four option periods. Delivery orders will be Firm-Fixed-Price, issued only by AQD Contracting Officers; awardees must not accept orders from other sources.

NAICS code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing); PSC 1367 (Tactical sets, kits, and outfits). The contract exclusively serves HHS-OIG and cannot be used by other agencies. The requirement encompasses nine equipment categories: clothing and uniforms; ballistic vests; breaching kits; miscellaneous law enforcement gear; emergency and medical items; law enforcement communications equipment; vehicle equipment; firearms and ammunition; and technical surveillance equipment. All items must be new manufacture only. Contractor must hold an active Federal Firearms License at submission and maintain single points of contact for customer service with 10 business day correction windows for unacceptable items.

Quoters must submit two volumes: Volume I (10-page limit on experience, completed SF-1449 and SF-30 forms, representations and certifications, technical assumptions) and Volume II (Excel pricing in original format). Three experience references are required, demonstrating comparable law enforcement equipment provision within the past three years. Evaluation uses best-value trade-off methodology with Factor 1 (Experience) rated Outstanding, Good, Acceptable, or Unacceptable, weighted more heavily than Factor 2 (Price). Prices proposed in the sample order remain firm and binding for Ordering Period 1; subsequent periods priced at delivery-order level. Buy American requirements apply; quoters must identify non-compliant items. All shipping costs must be included in pricing.
