About this file

This is a Request for Quotations (RFQ) for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for law enforcement equipment issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Department of Health and Human Services (HHS), Office of Inspector General. The solicitation is restricted to Small Business Administration (SBA) certified 8(a) participants and falls under NAICS Code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) with Product Service Code 1367 (Tactical sets, kits, and outfits). The RFQ number is 140D0426Q0641, with a solicitation issue date of August 10, 2026, and a quote submission deadline of August 24, 2026, at 1:00 PM ET. The Government intends to award a single IDIQ contract with a Firm-Fixed-Price (FFP) delivery order structure based on best overall value using a trade-off methodology favoring technical factors over price.

The IDIQ contract includes a 12-month base period and four 12-month option periods, with a maximum total value of $8,500,000 and a minimum guarantee of $7,000 to be satisfied at award. Quotations must be submitted in two volumes: Volume I (non-price) containing general information, completed SF-1449 and SF-30 forms, representations and certifications, technical assumptions, and three experience references demonstrating relevant law enforcement equipment provision experience within the past three years; Volume II (price) must be submitted separately using an Excel catalog pricing template with tabs for catalog prices, Order 1, a sample order for evaluation purposes, and price assumptions. Evaluation will focus on experience quality (recency, relevancy, and required contract details) as the primary factor with price as secondary. Delivery orders will be issued via email specifying required items, quantities, ship-to addresses, and delivery dates, with all prices established at award remaining fixed throughout the contract period. The contractor must comply with various federal regulations including Buy American provisions, Made in America Personal Protective Equipment requirements, Section 508 ICT accessibility standards, and electronic invoicing through the Treasury's Invoice Processing Platform (IPP).

Indefinite-Quantity (IDIQ) Contract for Law Enforcement (LE) Equipment

Version: Base Solicitation – August 10, 2026

Attachments: 1 – IDIQ Statement of Work (SOW)

2 – Catalog of Items 3 – Q&A Template 4 – Notice to HHS Contractors

1. Overview AQD is a federal Franchise Fund contracting office operating under the authority of the Government Management Reform Act, as amended. AQD provides contracting services to all federal agencies and will manage this solicitation and all subsequent contract administration activities, including invoice processing.

AQD is issuing this competitive solicitation on behalf of the Department of Health and Human Services (HHS), Office of Inspector General (OIG), Office of Investigations (OI) to obtain quotes from Small Business Administration (SBA) certified 8(a) participants for a single IDIQ contract under the SBA 8(a) program, in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) parts 12 and 19. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. If an award is made, it will be issued in accordance with the SBA– DOI Partnership Agreement. Under this agreement, the SBA remains the prime contractor and retains responsibility for all 8(a) eligibility determinations.

This requirement falls under North American Industrial Classification System (NAICS) Code 332994 - Small Arms, Ordnance, and Ordnance Accessories Manufacturing. The applicable Product Service Code (PSC) is 1367 - Tactical sets, kits, and outfits.

The Government intends to award a single‑award IDIQ and issue the initial delivery order (Order

1) following evaluation of all quotes. Award is anticipated to be made to the quoter who demonstrates the best overall value to the Government, using a trade‑off methodology that considers a technical factor and price. The Government reserves the right to cancel this solicitation without making an award. This solicitation does not obligate the Government to reimburse any costs associated with quote preparation or submission.

Quoters may participate in this acquisition by submitting quotes in accordance with the instructions in this solicitation. Quotes that do not comply with any submission requirements may be removed from further consideration.

2. Anticipated Contract Type The Government contemplates award of a single IDIQ contract. Firm‑Fixed-Price (FFP) delivery orders will be issued under the resulting IDIQ.

3. IDIQ Management

a. Period of Performance

The IDIQ contract will include one 12‑month base period and four 12‑month option periods.

i. Base Period: From the date of award through 12 months thereafter

ii. Option Period 1: From the expiration of the Base Period through 12 months thereafter

iii. Option Period 2: From the expiration of Option Period 1 through 12 months thereafter

iv. Option Period 3: From the expiration of Option Period 2 through 12 months thereafter

v. Option Period 4: From the expiration of Option Period 3 through 12 months thereafter

The delivery date for each delivery order will be specified in that individual order.

b. Maximum IDIQ Value The total value of all delivery orders issued under this IDIQ will not exceed $8,500,000 over the contract’s total potential period of performance, consisting of a 12‑month base period and four 12‑month option periods.

c. Minimum Guarantee The Government guarantees a minimum of $7,000, which will be satisfied through a delivery order issued at the time of IDIQ award.

d. Authorized Users Only an AQD Contracting Officer (CO) may issue delivery orders under this IDIQ. The contractor must not accept or perform any order that is not issued by an AQD CO.

e. Ordering Procedures Delivery orders will be issued as Government needs arise. Prices for all catalog items will be established for each IDIQ contract period at the time of IDIQ award. Once established at award, the prices will remain fixed and will not be subject to adjustment. All orders must be within scope, issued during the contract period, and within the IDIQ maximum value. If an item needed by the Government is not listed in the Catalog of Items, the contractor must notify the CO immediately.

Each delivery order will be issued via email and will identify:

i. Required items

ii. Quantity

iv. Volume I, Section 4 - Technical Assumptions The quoter must list in this section any technical assumptions, conditions, or exceptions to the SOW or other solicitation requirements. If none are provided, the Government will assume the quoter takes no technical exceptions and will comply fully with all requirements as written. Any technical assumptions, conditions, or exceptions included outside this section will not be considered.

The quoter must also identify in this section any exceptions to the solicitation’s terms and conditions. The quoter is advised that taking exceptions may negatively affect the evaluation. Any assumption or exception the Government finds unacceptable, and that cannot be resolved, may result in the quoter being removed from further consideration.

v. Volume I, Section 5 – Factor 1: Experience

This section is limited to 10 pages. Pages beyond the limit will not be evaluated.

Quoters must provide three experience references demonstrating experience providing law enforcement equipment on projects comparable in size, scope, and complexity to this requirement. The references should demonstrate the provision of a wide range of law enforcement equipment. Quoters may rely on their own experience, the experience of proposed subcontractors, and the experience of corporate affiliates (including sister companies), provided the conditions below are met.

A. Qualifying Experience

Quoters may submit experience references for:

I. Work the quoter performed as a prime contractor or subcontractor.

II. Work performed by proposed subcontractor(s).

III. Work performed by corporate affiliates, including sister companies, provided affiliate experience meets the requirements below.

Each reference must clearly identify whether the work was performed by the quoter, a proposed subcontractor, or a corporate affiliate, and must describe the specific portions of work each entity performed.

Affiliate Experience Requirements:

If a quoter relies on an affiliate’s experience, the quoter must demonstrate that the affiliate’s work is meaningfully relevant to this requirement; and that the affiliate will provide substantive, committed support to the quoter during performance.

Each affiliate‑based reference must include a brief explanation of the corporate relationship (e.g., common ownership, shared management); and a description of how the affiliate will actively support this contract, including specific resources, capabilities, or systems. General statements of “corporate support” are insufficient.

B. Recency Contracts or orders must have been active within the past three years before the quote due date. Experience may include work that is ongoing and not yet completed, provided it was active during this three‑year period. Quoters are strongly encouraged to submit references demonstrating substantive performance rather than references for newly awarded contracts where minimal work has occurred.

C. Relevancy

Each reference must explain how the work performed aligns with the SOW and reflects comparable size, scope, and complexity to this requirement.

D. Required Contract Details.

Each reference must include:

I. Contract/order number

II. Title (if applicable) III. Contract type IV. Total period of performance V. Total dollar value

VI. Description of the portion of work performed by the quoter, affiliate, or subcontractor

VII. Current contractual and technical points of contact, including email addresses and phone numbers. If the work was performed as a subcontractor, provide the prime contractor’s point of contact.

i. Volume II, Section 1 - Factor 3: Price

The price quote must be submitted as a separate volume using Attachment 2 – Catalog of Items in its original Excel (.xlsx) format. The quoter must complete:

Tab A – Catalog Prices Tab B – Order 1 Tab C – Sample Order Tab D – Price Assumptions (if applicable)

A. Tab A – Catalog Prices

The quoter must enter proposed unit prices for all catalog items in Tab A for the Base Period and Option Periods 1–4. The Government‑provided item list in Tab A must not be altered. Prices must not exceed two decimal places. The Government strongly encourages the quoter to propose its most competitive commercial discounts. Any discounts offered must be incorporated directly into the unit prices entered in Tab A.

If necessary, the Government reserves the right to require supporting documentation for quoted prices, such as a commercial catalog, price list, quote, commercial sales data, or other comparable source, that clearly shows the current commercial price for the item.

Government will verify that all required pricing is provided in Tab A – Catalog Prices, Tab B – (Day One), i.e., Order 1, and Tab C – Sample Order.

For evaluation and award purposes, the Government will determine the TEP solely from the pricing submitted in Tab C – Sample Order, which represents a typical set of supplies anticipated under the IDIQ. The Sample Order is used only for evaluation and will not be issued.

7. Solicitation Provisions

Be advised that the controlling law regarding certain terms and conditions of this agreement remains unsettled by the Federal judiciary at the time of award and will be enforced only to the extent permitted by law. Notice will be provided regarding the legal outcomes that impact your agreement.

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include FAR 52.222-25, Affirmative Action Compliance, and paragraph (d) of FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

FAR 52.252-1 – SOLICITATION PROVISIONS INCORPORATED BY REFERENCE

(FEB 1998)

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at these addresses:

The Offeror may claim an exemption from the withholding by using the Department of the Treasury Internal Revenue Service (IRS) Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, available at www.irs.gov/w14. Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue. The IRS Form W-14 is provided to the acquiring agency rather than to the IRS.

(d) For purposes of withholding under 26 U.S.C. 5000C, the Offeror represents that

(1) It □ is □ is not a foreign person; and

(2) If the Offeror indicates "is" in paragraph (d)(1) of this provision, then the Offeror represents that—I am claiming on the IRS Form W-14 □ a full exemption, or □ partial or no exemption [Offeror must select one] from the excise tax.

(1) The clause at FAR 52.229-12, Tax on Certain Foreign Procurements, will be included in any resulting contract; and

(2) The Offeror shall submit with its offer the IRS Form W-14. If the IRS Form W-14 is not submitted with the offer, exemptions will not be applied to any resulting contract and the Government will withhold a full 2 percent of each payment.

(f) If the Offeror selects "is" in paragraph (d)(1) and "partial or no exemption" in paragraph (d)(2) of this provision, the Offeror will be subject to withholding in accordance with the clause at FAR 52.229-12, Tax on Certain Foreign Procurements, in any resulting contract.

(g) A taxpayer may, for a fee, seek advice from the IRS as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts. For questions relating to the interpretation of the IRS regulations go to https://www.irs.gov/help/tax-law-questions.

HHSAR 352.239-78 INFORMATION AND COMMUNICATION TECHNOLOGY

ACCESSIBILITY NOTICE (FEB 2024) (DEVIATION)

(a) Any offeror responding to this solicitation must comply with established HHS Information and Communication Technology (ICT) accessibility standards. Information about Section 508 is available at https://www.hhs.gov/web/section-508/index.html.

< (b) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 352.239-79 Information and Communication Technology Accessibility. In order to facilitate the Government’s determination whether proposed ICT supplies, products, platforms, information, and documentation meet applicable Section 508 accessibility standards, offerors must submit an appropriate HHS Section 508 Accessibility Conformance Checklist (see https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) or an Accessibility Conformance Report (ACR) (based on the Voluntary Product Accessibility Template (VPAT) see https://www.itic.org/policy/accessibility/vpat), in accordance with the completion instructions.

The purpose of the checklists and conformance reports are to assist HHS acquisition and program officials in determining whether proposed ICT supplies, products, platforms, information, and documentation conform to applicable Section 508 accessibility standards.

Checklists and ACRs evaluate—in detail—whether the ICT conforms to specific Section 508 accessibility standards and identifies remediation efforts needed to address conformance issues.

(c) If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies, products, platforms, information, documentation, or services support delivered do not conform to the described accessibility standards, remediation of the supplies, products, platforms, information, documentation, or services support to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.

(d) In order to facilitate the Government's determination whether proposed ICT supplies meet applicable Section 508 accessibility standards, offerors must submit an Accessibility Conformance Report, in accordance with its completion instructions and tailored to the requirements in the solicitation. The purpose of the Report is to assist HHS acquisition and program officials in determining whether proposed ICT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and document, in detail, whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the HHS Section 508 Evaluation Template are available at https://Section508.gov/.

(e) In order to facilitate the Government's determination whether proposed ICT services meet applicable Section 508 accessibility standards, offerors must provide enough information to assist the Government in determining that the ICT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing restrictions, strikes, unusually severe weather, and delays of common carriers. When an excusable delay occurs, the Contractor shall—

(1) Notify the Contracting Officer in writing as soon as possible;

(2) Remedy the delay as quickly as possible; and

(3) Notify the Contracting Officer when the occurrence is over.

(g) Invoice. The Government will handle invoices according to the Prompt Payment Act (31 U.S.C. 3903) and 5 CFR part 1315. The Contractor shall submit invoices to the address designated in the contract to receive invoices. An invoice must include the information required by 5 CFR part 1315.9(b).

(h) Patent indemnity. The Contractor shall indemnify the Government and its officers, employees, and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any United States or foreign patent, trademark, or copyright, arising out of the performance of this contract, provided the Contractor is reasonably notified of such claims and proceedings.

(i) Payment—

(1) Items accepted. Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract.

(2) Prompt payment. The Government will make payment in accordance with the Prompt Payment Act ( 31 U.S.C. 3903) and prompt payment regulations at 5 CFR part 1315.

(3) Discount. In connection with any discount offered for early payment, time shall be computed from the date of the invoice. For the purpose of computing the discount earned, payment shall be considered to have been made on the date that appears on the payment check or the specified payment date if an electronic funds transfer payment is made.

(4) Overpayments. If the Contractor becomes aware of a duplicate contract financing or invoice payment or that the Government has otherwise overpaid on a contract financing or invoice payment, the Contractor shall—

(i) Remit the overpayment amount to the payment office cited in the contract along with a description of the overpayment including the—

(A) Circumstances of the overpayment (e.g., duplicate payment, erroneous payment, liquidation errors, date(s) of overpayment);

(B) Affected contract number and delivery order number, if applicable;

(C) Affected line item or subline item, if applicable;

(D) Contractor point of contact; and

(ii) Provide a copy of the remittance and supporting documentation to the Contracting Officer.

(5) Interest.

(i) All amounts that become payable by the Contractor to the Government under this contract shall bear simple interest from the date due until paid unless paid within 30 days of becoming due. The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C. 7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.

(ii) The Government may issue a demand for payment to the Contractor upon finding a debt is due under the contract.

(iii) Final decisions. The Contracting Officer will issue a final decision as required by FAR part 33 if–

(A) The Contracting Officer and the Contractor are unable to reach agreement on the existence or amount of a debt within 30 days;

(B) The Contractor fails to liquidate a debt previously demanded by the Contracting Officer within the timeline specified in the demand for payment unless the amounts were not repaid because the Contractor has requested an installment payment agreement; or

(C) The Contractor requests a deferment of collection on a debt previously demanded by the Contracting Officer (see FAR part 32).

(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.

(v) Amounts shall be due at the earliest of the following dates:

(A) The date fixed under this contract.

(B) The date of the first written demand for payment, including any demand for payment resulting from a termination for cause.

(vi) The interest charge shall be computed for the actual number of calendar days involved beginning on the due date and ending on-

(A) The date on which the designated office receives payment from the Contractor;

(B) The date of issuance of a Government check to the Contractor from which an amount otherwise payable has been withheld as a credit against the contract debt; or

(C) The date on which an amount withheld and applied to the contract debt would otherwise have become payable to the Contractor.

(vii) The interest charge made under this clause may be reduced under the procedures for interest credits prescribed in FAR part 32 in effect on the date of this contract.

(j) Risk of loss. Unless the contract specifically provides otherwise, risk of loss or damage to the supplies provided under this contract shall remain with the Contractor until, and shall pass to the Government upon—

(1) Delivery of the supplies to a carrier, if transportation is f.o.b. origin; or
