About this file
This is a Request for Quotations (RFQ) Amendment 4, issued October 19, 2026, for multiple-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for law enforcement equipment under the SBA 8(a) program.
The Department of the Interior's Acquisition Services Directorate (AQD) is issuing this competitive solicitation on behalf of the Department of Health and Human Services Office of Inspector General, Office of Investigations. The requirement falls under NAICS Code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) and PSC 1367 (Tactical sets, kits, and outfits). The Government anticipates awarding up to four multiple-award IDIQ contracts to SBA 8(a) certified participants, though reserves the right to make more, fewer, or no awards. The IDIQ contracts have a five-year ordering period with a combined maximum value of $8,500,000 across all awarded contracts and a minimum guarantee of $1,000 per awardee. Delivery dates will be specified in individual delivery orders issued under FAR 16.505. Prices proposed in the Sample Order (Attachment 2, Tab A) will be incorporated into each awardee's contract at award and remain firm and binding for Ordering Period 1 (first 12 months); pricing for Ordering Periods 2–5 will be established at the delivery-order level. Only AQD Contracting Officers may issue delivery orders; awardees must not accept orders from other sources.
Quoters must submit two volumes: Volume I (General, SF-1449, SF-30, Representations & Certifications, Technical Assumptions, and Factor 1: Experience with a 10-page limit) and Volume II (Factor 2: Price using Attachment 2 in original Excel format). The question submission deadline was October 22, 2026, at 1:00 PM ET, and the quote submission deadline is October 29, 2026, at 1:00 PM ET, with quotes submitted via email to jamie_gregar@ibc.doi.gov and denam_perera@ibc.doi.gov. Evaluation uses a best-value trade-off methodology with Factor 1 (Experience) more important than Factor 2 (Price). Experience references must demonstrate provision of law enforcement equipment on comparable projects, with three references required showing wide range of equipment and capability to execute multiple concurrent orders; references must be active within the past three years. The Government will rate Factor 1 as Outstanding, Good, Acceptable, or Unacceptable; Unacceptable ratings result in removal from consideration. Various FAR and agency-specific provisions apply, including Buy American requirements, Section 508 ICT accessibility standards, tax certifications, and protest procedures directed to Jamie Gregar, Contracting Officer.

1. Overview AQD is a federal Franchise Fund contracting office operating under the authority of the Government Management Reform Act, as amended. AQD provides contracting services to all federal agencies and will manage this solicitation and all subsequent contract administration activities, including invoice processing.
AQD is issuing this competitive solicitation on behalf of the Department of Health and Human Services (HHS), Office of Inspector General (OIG), Office of Investigations (OI) to obtain quotes from Small Business Administration (SBA) certified 8(a) participants for multiple‑award IDIQ contracts under the SBA 8(a) program, in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) parts 12 and 19. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Any awards resulting from this solicitation will be issued in accordance with the SBA–DOI Partnership Agreement. Under this agreement, the SBA remains the prime contractor and retains responsibility for all 8(a) eligibility determinations.
This requirement falls under North American Industrial Classification System (NAICS) Code 332994 - Small Arms, Ordnance, and Ordnance Accessories Manufacturing. The applicable Product Service Code (PSC) is 1367 - Tactical sets, kits, and outfits.
The Government anticipates making up to four awards under this solicitation. However, the Government reserves the right to make more, fewer, or no awards if doing so is determined to be in the Government’s best interest. Award is anticipated to be made to the quoters who demonstrate the best overall value to the Government, using a trade‑off methodology that considers a technical factor and price. The Government reserves the right to cancel this solicitation without making an award. This solicitation does not obligate the Government to reimburse any costs associated with quote preparation or submission.
Quoters may participate in this acquisition by submitting quotes in accordance with the instructions in this solicitation. Quotes that do not comply with any submission requirements may be removed from further consideration.
2. Anticipated Contract Type The Government contemplates award of multiple‑award IDIQ contracts. Firm‑Fixed-Price (FFP) delivery orders will be issued under the resulting IDIQ contracts.
3. IDIQ Management
a. Period of Performance
The IDIQ contracts will have a five‑year ordering period. The delivery date for each delivery order will be specified in that individual order.
b. Maximum IDIQ Value The total combined value of all delivery orders issued across all awarded IDIQ contracts shall not exceed $8,500,000 over the five‑year ordering period.
c. Minimum Guarantee The Government guarantees a minimum of $1,000.
d. Authorized Users Only an AQD Contracting Officer (CO) may issue delivery orders under these IDIQ contracts. Awardees must not accept or perform any order that is not issued by an AQD
CO.
e. Ordering Procedures Delivery orders will be issued in accordance with FAR 16.505 as Government needs arise. Prices proposed in Attachment 2 – Sample Order will be incorporated into each awardee’s IDIQ contract at the time of award. Once incorporated, these prices will remain firm and binding for Ordering Period 1 (defined as the first 12 months of the five‑year ordering period) and will not be subject to adjustment.
f. Terms and Conditions The terms and conditions of the IDIQ apply to all delivery orders. Additional terms may be included within individual orders as needed. In the event of a conflict, the IDIQ terms and conditions take precedence.
The quoter must also identify in this section any exceptions to the solicitation’s terms and conditions. The quoter is advised that taking exceptions may negatively affect the evaluation. Any assumption or exception the Government finds unacceptable, and that cannot be resolved, may result in the quoter being removed from further consideration.
v. Volume I, Section 5 – Factor 1: Experience
This section is limited to 10 pages. Pages beyond the limit will not be evaluated.
Quoters must provide three experience references demonstrating experience providing law enforcement equipment on projects comparable in size, scope, and complexity to this requirement. The references should demonstrate the provision of a wide range of law enforcement equipment. Quoters may rely on their own experience, the experience of proposed subcontractors, and the experience of corporate affiliates (including sister companies), provided the conditions below are met.
A. Qualifying Experience
Quoters may submit experience references for:
I. Work the quoter performed as a prime contractor or subcontractor.
II. Work performed by proposed subcontractor(s).
III. Work performed by corporate affiliates, including sister companies, provided affiliate experience meets the requirements below.
Each reference must clearly identify whether the work was performed by the quoter, a proposed subcontractor, or a corporate affiliate, and must describe the specific portions of work each entity performed.
Affiliate Experience Requirements:
If a quoter relies on an affiliate’s experience, the quoter must demonstrate that the affiliate’s work is meaningfully relevant to this requirement; and that the affiliate will provide substantive, committed support to the quoter during performance.
Each affiliate‑based reference must include a brief explanation of the corporate relationship (e.g., common ownership, shared management); and a description of how the affiliate will actively support this contract, including specific resources, capabilities, or systems. General statements of “corporate support” are insufficient.
B. Recency Contracts or orders must have been active within the past three years before the quote due date. Experience may include work that is ongoing and not yet completed, provided it was active during this three‑year period. Quoters are strongly encouraged to submit references demonstrating substantive performance rather than references for newly awarded contracts where minimal work has occurred.
C. Relevancy Each reference must explain how the work performed aligns with the SOW and reflects comparable size, scope, and complexity to this requirement. The Government is particularly interested in references that demonstrate the provision of a wide range of law‑enforcement equipment and demonstrates the quoter’s capability to execute multiple, concurrent orders for law‑enforcement equipment.
D. Required Contract Details.
Each reference must include:
I. Contract/order number
II. Title (if applicable) III. Contract type IV. Total period of performance V. Total dollar value
VI. Description of the portion of work performed by the quoter, affiliate, or subcontractor
VII. Current contractual and technical points of contact, including email addresses and phone numbers. If the work was performed as a subcontractor, provide the prime contractor’s point of contact.
vi. Volume II, Section 1 - Factor 3: Price
The price quote must be submitted as a separate volume using Attachment 2 – Sample Order in its original Excel (.xlsx) format. The Government reserves the right not to accept any earlier versions or reformatted copies of Attachment 2. The quoter must complete Tab A – Sample Order.
A. Tab A – Sample Order
Quoters must complete Tab A – Sample Order by entering prices for all items listed. The Sample Order is provided solely for evaluation purposes and will not be issued. It represents a typical delivery order anticipated under the IDIQ and will be used to calculate the quoter’s Total Evaluated Price (TEP). The TEP derived from Tab A will serve as the Government’s basis for price evaluation.
The Government‑provided item list in Tab A may not be altered. Unit prices must not exceed two decimal places. The Government strongly encourages quoters to propose their most competitive commercial discounts. Any discounts offered must be reflected directly in the unit prices entered in Tab A.
To ensure meaningful comparison across quoters, the prices proposed in Attachment 2 – Sample Order will be incorporated into each awardee’s IDIQ contract at the time of award. Once incorporated, these prices will remain firm and binding for Ordering Period 1 of the five‑year ordering period and will not be subject to adjustment.

RFO FAR 52.229-11 TAX ON CERTAIN FOREIGN PROCUREMENTS—NOTICE AND
REPRESENTATION (OCT 2025) (DEVIATION)
(a) Definitions. As used in this provision— Foreign person means any person other than a United States person.
Specified Federal procurement payment means any payment made pursuant to a contract with a foreign contracting party that is for goods, manufactured or produced, or services provided in a foreign country that is not a party to an international procurement agreement with the United States. For purposes of the prior sentence, a foreign country does not include an outlying area of the United States.
United States person as defined in 26 U.S.C. 7701(a)(30) means
(1) A citizen or resident of the United States;
(2) A domestic partnership;
(3) A domestic corporation;
(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 701(a)(31)); and
(5) Any trust if–
(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and
(ii) One or more United States persons have the authority to control all substantial decisions of the trust.
(b) Unless exempted, there is a 2 percent tax of the amount of a specified Federal procurement payment on any foreign person receiving such payment. See 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.
(c) Exemptions from withholding under this provision are described at 26 CFR 1.5000C-1(d)(5) through (7). The Offeror may claim an exemption from the withholding by using the Department of the Treasury Internal Revenue Service (IRS) Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, available at www.irs.gov/w14. Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue. The IRS Form W-14 is provided to the acquiring agency rather than to the IRS.
(d) For purposes of withholding under 26 U.S.C. 5000C, the Offeror represents that
(1) It □ is □ is not a foreign person; and
(2) If the Offeror indicates "is" in paragraph (d)(1) of this provision, then the Offeror represents that—I am claiming on the IRS Form W-14 □ a full exemption, or □ partial or no exemption [Offeror must select one] from the excise tax.
(e) If the Offeror represents it is a foreign person in paragraph (d)(1) of this provision, then—
(1) The clause at FAR 52.229-12, Tax on Certain Foreign Procurements, will be included in any resulting contract; and
(2) The Offeror shall submit with its offer the IRS Form W-14. If the IRS Form W-14 is not submitted with the offer, exemptions will not be applied to any resulting contract and the Government will withhold a full 2 percent of each payment.
(f) If the Offeror selects "is" in paragraph (d)(1) and "partial or no exemption" in paragraph (d)(2) of this provision, the Offeror will be subject to withholding in accordance with the clause at FAR 52.229-12, Tax on Certain Foreign Procurements, in any resulting contract.
(g) A taxpayer may, for a fee, seek advice from the IRS as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts. For questions relating to the interpretation of the IRS regulations go to https://www.irs.gov/help/tax-law-questions.

HHSAR 352.239-78 INFORMATION AND COMMUNICATION TECHNOLOGY
ACCESSIBILITY NOTICE (FEB 2024) (DEVIATION)
(a) Any offeror responding to this solicitation must comply with established HHS Information and Communication Technology (ICT) accessibility standards. Information about Section 508 is available at https://www.hhs.gov/web/section-508/index.html.
< (b) The Section 508 accessibility standards applicable to this solicitation are stated in the clause at 352.239-79 Information and Communication Technology Accessibility. In order to facilitate the Government’s determination whether proposed ICT supplies, products, platforms, information, and documentation meet applicable Section 508 accessibility standards, offerors must submit an appropriate HHS Section 508 Accessibility Conformance Checklist (see https://www.hhs.gov/web/section-508/accessibility-checklists/index.html) or an Accessibility Conformance Report (ACR) (based on the Voluntary Product Accessibility Template (VPAT) see https://www.itic.org/policy/accessibility/vpat), in accordance with the completion instructions.
The purpose of the checklists and conformance reports are to assist HHS acquisition and program officials in determining whether proposed ICT supplies, products, platforms, information, and documentation conform to applicable Section 508 accessibility standards.
Checklists and ACRs evaluate—in detail—whether the ICT conforms to specific Section 508 accessibility standards and identifies remediation efforts needed to address conformance issues.
(c) If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies, products, platforms, information, documentation, or services support delivered do not conform to the described accessibility standards, remediation of the supplies, products, platforms, information, documentation, or services support to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.
(d) In order to facilitate the Government's determination whether proposed ICT supplies meet applicable Section 508 accessibility standards, offerors must submit an Accessibility Conformance Report, in accordance with its completion instructions and tailored to the requirements in the solicitation. The purpose of the Report is to assist HHS acquisition and program officials in determining whether proposed ICT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and document, in detail, whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the HHS Section 508 Evaluation Template are available at https://Section508.gov/.
(e) In order to facilitate the Government's determination whether proposed ICT services meet applicable Section 508 accessibility standards, offerors must provide enough information to assist the Government in determining that the ICT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing conformance issues.
(f) Respondents to this solicitation must identify any inability to conform to Section 508 requirements. If an offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or services delivered do not conform to the described accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.
(g) Items delivered as electronic content must be accessible to HHS acceptance criteria. Checklist for various formats are available at http://508.hhs.gov/. Materials, other than items incidental to contract management, that are final items for delivery should be accompanied by the appropriate checklist, except upon approval of the Contracting Officer or Contracting Officer’s Representative.
Clauses Incorporated by Full Text
The following FAR clauses are hereby incorporated by full text.
RFO FAR 52.212-4 TERMS AND CONDITIONS—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES (MAR 2026) (DEVIATION)
(a) Definitions. The clause at Federal Acquisition Regulation (FAR) 52.202-1, Definitions, is incorporated by reference.
(b) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(c) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.
(d) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.
(e) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes. Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal, or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause FAR 52.233-1, Disputes, which is incorporated in this contract by reference. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence. Examples of occurrences include acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. When an excusable delay occurs, the Contractor shall—
(1) Notify the Contracting Officer in writing as soon as possible;
(2) Remedy the delay as quickly as possible; and
(3) Notify the Contracting Officer when the occurrence is over.
(g) Invoice. The Government will handle invoices according to the Prompt Payment Act (31 U.S.C. 3903) and 5 CFR part 1315. The Contractor shall submit invoices to the address designated in the contract to receive invoices. An invoice must include the information required by 5 CFR part 1315.9(b).
(h) Patent indemnity. The Contractor shall indemnify the Government and its officers, employees, and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any United States or foreign patent, trademark, or copyright, arising out of the performance of this contract, provided the Contractor is reasonably notified of such claims and proceedings.
(i) Payment—
(1) Items accepted. Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract.
(2) Prompt payment. The Government will make payment in accordance with the Prompt Payment Act ( 31 U.S.C. 3903) and prompt payment regulations at 5 CFR part 1315.
(3) Discount. In connection with any discount offered for early payment, time shall be computed from the date of the invoice. For the purpose of computing the discount earned, payment shall be considered to have been made on the date that appears on the payment check or the specified payment date if an electronic funds transfer payment is made.
(4) Overpayments. If the Contractor becomes aware of a duplicate contract financing or invoice payment or that the Government has otherwise overpaid on a contract financing or invoice payment, the Contractor shall—
(i) Remit the overpayment amount to the payment office cited in the contract along with a description of the overpayment including the—
(A) Circumstances of the overpayment (e.g., duplicate payment, erroneous payment, liquidation errors, date(s) of overpayment);
(B) Affected contract number and delivery order number, if applicable;
(C) Affected line item or subline item, if applicable;
(D) Contractor point of contact; and
(ii) Provide a copy of the remittance and supporting documentation to the Contracting Officer.
(5) Interest.
(i) All amounts that become payable by the Contractor to the Government under this contract shall bear simple interest from the date due until paid unless paid within 30 days of becoming due. The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C. 7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.
(ii) The Government may issue a demand for payment to the Contractor upon finding a debt is due under the contract.
(iii) Final decisions. The Contracting Officer will issue a final decision as required by FAR part 33 if–
(A) The Contracting Officer and the Contractor are unable to reach agreement on the existence or amount of a debt within 30 days;
