About this opportunity

The National Institute of Standards and Technology (NIST), under the Department of Commerce, seeks firm-fixed-price electrical maintenance services for the Combined Heat and Power system at its Gaithersburg, Maryland campus, with quotes due September 21, 2026. The procurement is restricted to women-owned small business (WOSB) eligible contractors under NAICS code 238210, Electrical Contractors.

Place of performance is Gaithersburg, Maryland. The scope encompasses one annual maintenance service cycle including preventative maintenance, inspection, cleaning, and testing of high and low voltage electrical equipment: one 4160V switchgear (SG-4001), one motor control center with six sections (MCC-7), one 8.4 MVA step-up transformer (TL-1301), one 750 KVA dry-type transformer (TD-4001), one 75 KVA dry-type transformer, four electrical panels, and two battery banks with three battery chargers. Work must comply with ANSI/NETA MTS and NFPA 70E standards and include thermographic infrared scanning. The contractor must be NETA-accredited with technicians certified under ANSI/NETA ETT-2022, including crew leaders with Level III or higher certification and minimum two years' experience testing medium voltage equipment. Work will occur during a scheduled 28-hour CHP system shutdown (Feeder FC-9 de-energized from 6:00 AM Saturday through 10:00 AM Sunday) during either fall or spring 2026–2027, with final deliverables (Job Hazard Analyses, personnel certifications, work schedules, and final report) due within four weeks of completion. Secondary injection testing is acceptable for medium voltage switchgear breaker relay testing; primary injection and transformer oil sampling are not required. Contractor personnel require visitor badges; paper badges are limited to 15 days per personnel per year. Award is based on lowest price technically acceptable (LPTA) evaluation, with past experience and personnel qualifications as pass/fail factors and price reasonableness as the deciding criterion. Price quotes must remain valid for 90 days and include detailed cost breakdown aligned with the Statement of Work. No incumbent contractor exists for this work.
