About this file
This is a government response document to contractor questions regarding an electrical maintenance services solicitation (RFQ 1333ND26QNB190466) for the National Institute of Standards and Technology (NIST) Gaithersburg, Maryland campus.
The scope of work requires maintenance services on specified electrical equipment including one 4160V switchgear (SG-4001), one Motor Control Center with six sections (MCC-7), one 8.4 MVA step-up transformer (TL-1301), one 750 KVA dry-type transformer (TD-4001), one 75 KVA dry-type transformer, four electrical panels, and two battery banks with three battery chargers serving a Combined Heat and Power (CHP) system. The government clarified that secondary injection testing is acceptable for medium voltage switchgear breaker relay testing and primary injection testing is not required. Battery load testing is not required; testing shall include inspection, voltage measurements, intercell resistance testing, and battery string impedance testing only. Transformer oil sampling is not required. The scheduled outage window has been revised to a 28-hour period with Feeder FC-9 de-energized from 6:00 AM Saturday through 10:00 AM Sunday during either a fall or spring site-wide outage, with equipment remaining de-energized until CHP system startup on Wednesday; the government reserves the right to modify this schedule. Contractor personnel will require visitor badges, with 24 hours required for weekday badge processing and five days recommended for weekend work approvals. Paper badges are limited to 15 days per personnel per year, and Facility Access Cards are not required. This is identified as a new contract for NIST with no incumbent or previous similar service history.

Government response to questions
1. There is a discrepancy between the equipment quantities identified in RFQ Section 3.0 Scope of Work and the Single Line Diagrams provided in the drawing package. Please provide the final equipment list and quantities included in this project scope.
Ans: The only equipment listed in Section 3.0 of Statement of work (for Scope of service) is required for service Including:
· One (1) 4160V switchgear, SG-4001
· One (1) Motor Control Center, MCC-7 (6 sections)
· One (1) Step up transformer, TL-1301, 8.4 MVA, 13.8 KV- 4160V
· One (1) Dry type transformer, TD-4001, 750 KVA, 4160V:480V
· One (1) Dry type transformer, 75 KVA, 480V:208/120V
· Two (2) Battery banks and three (3) battery chargers.
· Four (4) Electrical panels.
Refer to attached One-line diagram with highlighted equipment.
1. The RFQ does not specify whether primary current injection testing is required; however, low-voltage circuit breakers rated 225A and above typically require primary current injection testing. Please confirm whether primary current injection testing is required, or if secondary injection testing is acceptable for this project scope.
Ans: The secondary injection testing is acceptable for medium voltage (4160V) switchgear breaker relay testing. The primary injection testing is not required. Refer to section 4.3 of Statement of Work for additional testing requirements for medium voltage breakers.
1. The SOW states that the CHP system will be completely de-energized for approximately 36 hours during the scheduled outage. Please provide the anticipated schedule for the 36-hour outage window.
Ans: The Outage window is revised as follows:
During the Site-wide Outage weekend (The Fall or the Spring), the Feeder FC-9 is scheduled to be de-energized at approximately 6:00 AM on Saturday and will be re-energized at 10 AM on Sunday. It is 28-hour Outage window. The feeder FC Outage will affect the CHP (Combined Heat and Power) system including all equipment listed in section 3.0 of the SOW. Refer to Attachment A for the One-line diagram of CHP equipment.
Note that after the Feeder FC-9 is re-energized at 10:00 am on Sunday, the CHP generator and selected equipment will remain de-energized until the Co-gen system Startup on Wednesday.
Please note that the Outage window may change at the Government’s discretion.
1. Please confirm whether the battery maintenance scope includes battery capacity/load testing, or only inspection, voltage measurements, intercell resistance testing, and battery string impedance testing.
Ans: The battery load test Is not required for this project. Refer to Section 4.3 Electrical Testing for Battery testing requirement as follows:
1. Is NIST able to provide building access schedules and transformer locations grouped by building to facilitate efficient planning and execution of the oil sampling activities?
Ans: No transformer oil sampling is required for this project.
1. Please confirm how many hours are required to complete the NIST badging process for contractor personnel.
Ans: For regular workdays, Monday to Friday, it requires 24 hours for visitor registration (Visitor badge/paper badge). For Work on the weekend during the Site wide Outage. It is recommended 5 days for approval from Security Office.
1. For personnel requiring a Facility Access Card (FAC), can the application process be initiated and completed remotely/online, or is an in-person visit to the NIST site required for registration and processing?
Ans: For this project, Paper badges are recommended. For Paper badges, it is limited to 15 days per personnel per year. NO FAC is required for this project.
8. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer: This is a new contract / service for the NIST Gaithersburg, MD campus.
