About this file
This is a Single Source Justification for Simplified Acquisition document issued by the U.S. Air Force 355th Contracting Squadron (355 CONS) for the installation and integration of proximity access control devices in AFSOUTH SCI Server Rooms at Davis-Monthan Air Force Base (DMAFB). The procurement is for Honeywell-Vindicator Integrated Access Control components that will function as an electronic card access subsystem to the Vindicator Intrusion Detection System. The contractor must provide all labor, transportation, materials, and equipment for installation, programming, and testing of these security and entry system components in accordance with the Non-Nuclear Configuration Management Database Equipment Approval dated April 29, 2024, and applicable DoD and Air Force regulatory guidance.
The justification for single source procurement is based on restrictions imposed by the CUI Non-Nuclear CMD Equipment List, which limits purchases to Honeywell-Vindicator proprietary technology compatible with existing equipment at DMAFB, and the requirement that contractors be certified installers of Honeywell-Vindicator products. Although market research indicates adequate competition exists, 355 CONS determined that the technical constraints and compatibility requirements necessitate brand name only procurement. The contracting officer intends to issue this as a Women Owned Small Business set-aside (NAICS 561621) through SAM.gov to maximize competition within the necessary constraints. Contracting Officer Micky L. Hallman, GS-13, DAF, approved the justification on March 5, 2026, in accordance with FAR 13.106-1(b)(1).

Contracting Activity: 355 CONS
Project/Program Name: Installation and Integration of Prox Access Control Devices, AFSOUTH SCI Server Rooms
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
This requirement is for procurement / upgrade / installation of Security and Entry System in accordance with Non-Nuclear Configuration Management Database (CMD) Equipment Approval , dated 29 April 2024, and other DoD/AF regulatory guidance.
The contractor shall provide all labor, transportation, materials and equipment to install, program and test Honeywell-Vindicator Integrated Access Control components allowing electronic card access as a subsystem to the Vindicator Intrusion Detection System (IDS).
Section C: Justification for Soliciting from a Single Source or Brand Name
US Air Force IDS equipment is restricted to the purchase utilizing the CUI Non-Nuclear CMD Equipment List and also restricted to compatibility with Honeywell-Vindicator Technologies proprietary technology, which is utilized at DMAFB. Additionally, in accordance with the performance requirements in the PWS, the contractor is required to be a certified installer of Honeywell - Vindicator products. As a result of the foregoing information, utilization of Brand Name Only components is justified.
Section D: Efforts to Obtain Competition
While, US Air Force IDS equipment is restricted to the purchase utilizing the CUI Non-Nuclear CMD Equipment List and also restricted to compatibility with Honeywell Vindicator technology, market research has indicated that adequate competition exists within the market for a solicitation to be posted in the GPE (SAM.gov) utilizing a Women Owned Small Business set-aside (NAICS 561621) with a Brand Name Only J&A.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
355 CONS conducted follow-on market research in an effort to find the broadest opportunity for competition in the marketplace when factoring the submitted requirement. However, overall results indicate that this requirement should be limited to a Brand Named Only procurement action. When receiving future requirements of this nature, 355 CONS will again attempt to find the broadest competition opportunities factoring-in customer-submitted requirement(s), technical guidance notwithstanding.
