About this opportunity
The Department of Agriculture Forest Service seeks quotations for stewardship contracting services covering fuels reduction and timber removal on the DH Brockover Integrated Resource Stewardship Contract at the San Juan National Forest, Columbine Ranger District in Colorado, with proposals due September 17, 2026 at 4:00 p.m. MT. This procurement is restricted to companies approved under the R2 Rocky Mountain Restoration Project BPA and is a 100% small business set-aside awarded to a single vendor as a BPA call order.
Place of performance is Bayfield, Colorado, encompassing approximately 374 acres across seven cutting units in La Plata County near the New Mexico border (T.36N, R.9W, Sections 25, 35, and 36). The performance period runs from award through November 30, 2029. Work includes mandatory cutting and removal of sawtimber from 167 acres (Units 1–3) and optional cutting and removal from 207 additional acres (Units 4–7), plus optional processing and stacking of 75 percent of topwood biomass from all harvested sawtimber. Estimated timber volumes total 744 CCF of Live Ponderosa Pine sawtimber and 3,355 CCF of Live White Fir sawtimber with a minimum acceptable offer of $3.00 per CCF for both species. Contractors must provide all labor, equipment, permits, and supervision.
Road maintenance without compensation covers 2.82 miles across three National Forest System Roads. Operations are prohibited from December 1 through April 30 for elk habitat protection. Work quality must meet 90 percent acceptable quality levels; quality below 85 percent receives no payment. Evaluation ranks technical approach (work activity plan, methods, equipment, key personnel, timing) as significantly more important than relevant past performance, which is significantly more important than local community benefits, with technical factors weighted approximately equal to price overall. Service Contract Act prevailing wage rates apply. Amendment 001, effective September 3, 2026, removed pre-haul road maintenance requirements and revised multiple contract documents; contractors must acknowledge receipt of the amendment prior to the proposal deadline.
