About this file

This document is a Draft Statement of Work (SOW) for a naval test pool resurfacing project. The requirement involves repairing a covered, 12-foot deep, 10-foot diameter in-ground pool at the Naval Surface Warfare Center Panama City Division. The contractor must use abrasive blasting to prepare the pool interior, then apply a 4-layer carbon/epoxy waterproof repair covering approximately 534 square feet, including the bottom and sides of the pool up to the decking. The project requires creating a smooth, glass-like finish in gray or blue, with specific technical parameters including maintaining pool integrity during construction and limiting pool drainage to no more than 7 consecutive days.

Key technical specifications include removing existing coating and rust, addressing any leaks with stop leak epoxies, and applying a carbon/epoxy skin that minimizes maintenance and tolerates heating and cooling cycles. The contractor must provide all necessary equipment and tools, maintain uninterrupted access to the pool during preparation and lining, and potentially provide additional pumps to maintain pool conditions during the project. This is part of a Sources Sought announcement (Solicitation N61331-25-SN-Q25) seeking market research and identifying potential small business contractors, with responses due by 14 April 2025 at 1600 CST.

1.0 REQUIREMENTS

The Contractor shall perform services to repair a covered, 12’ deep, approximately 10’ diameter, in-ground pool. The pool contains a lip which mates with a concrete deck surrounding the pool.

The inner surface of the pool is deteriorating and flaking off, rendering the pool unsuitable for Navy purposes. To maximize the life of the pool repairs and minimize future maintenance, the existing pool structure shall be lined with a carbon/epoxy skin/structure. This surface will allow the Navy to retain the pool size, minimize maintenance, and it will tolerate the heating and cooling that the pool is subjected to. The top three feet, approximate, of the pool is raised and surrounded by an exterior concrete deck. The Contractor is required to address these problems.

2.0 SCOPE OF WORK

The Contractor shall:

2.1 Use abrasive blasting techniques to the interior of the pool to remove existing coating and rust (min 2 mil profile) and to ensure proper adhesion of liner material and address any existing leaks that are identified using stop leak epoxies.

2.2 Provide a 4-layer carbon/epoxy waterproof repair to the entire interior surface of the pool (approximately 534 sf). The carbon/epoxy lining of the pool shall cover the bottom and sides of the pool, up to the pool decking. The liner may extend 5” onto the pool decking.

2.3 Line the existing pool with a carbon/epoxy skin/structure. The finished surface shall allow the Navy to retain the pool size, with minimize maintenance, and shall tolerate the heating and cooling that the pool will be subjected to. The finished surface shall be a smooth, glass like finish.

2.4 Have uninterrupted access to the pool during the preparation and lining process.

2.5 Provide all equipment and tools required to completed project.

2.6 Provide additional pumps as needed to maintain pool after initial government draw down and maintain the integrity of the pool during construction (not ideal to have pool empty for more than 7 consecutive days).

2.7 Interior finished color to be gray or blue.
