About this file
This Statement of Work (SOW) details a repair project for an in-ground pool at Naval Surface Warfare Center Panama City Division (NSWC PCD) Building 528. The primary objective is to repair a 12-foot deep, 10-foot diameter pool with a deteriorating inner surface by applying a carbon/epoxy lining to maximize the pool's longevity and minimize future maintenance. The contractor will be responsible for preparing the pool surface through abrasive techniques, addressing any leak issues, and applying a comprehensive four-layer carbon/epoxy waterproof repair covering the bottom and sides of the pool, with the option to extend 5" onto the pool decking.
The project is structured as an 8(a) sole source procurement under FAR 6.302-5(b)(4), with specific requirements including OSHA compliance, safety protocols, environmental considerations, and detailed submittal processes. Key milestones include a contractor pre-proposal site visit within 2 weeks of the request for quote, price proposal submission 2 weeks after the site visit, contract award within 3 weeks of the price proposal, and construction beginning within 30 days of the Notice to Proceed. The contractor must provide all necessary equipment, maintain a clean work environment, and ensure the pool can be operational throughout the repair process, with specific restrictions on pool drainage and work execution.

• Pool can be drawn down and/or emptied prior to Contractor arrival. Have provisions for this on gov side. …Tank has spots that need patching. Steel tank w/ concrete lip. Last time approx. 1-1 ½ year ago. Weak spots in areas. Not ideal to keep drained more than
1 week.
• If pumps are required for drawing down the pool, the pumps shall be provided and maintained by the Contractor.
• The Contractor shall prepare the interior of the pool for proper adhesion of liner material and address any leak issues they identify.
• Interior color in pool is negotiable.
• The carbon/epoxy lining of the pool shall cover the bottom and sides of the pool, up to the pool decking. The liner may extend 5” onto the pool decking.
• Mechanical or electrical repairs to the interior of the pool are not required and shall not interfere with preparation or install of liner.
• If site temperatures are required be greater or equal to a specified temperature for curing, drying, or annealing, the Contractor shall determine method of heating and/or temporary containment of the site.

6.5 NSWC PCD has the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. NSWC PCD
PM or his/her designee may perform quality assurance inspections and tests during construction to confirm the work is installed according to the SOW.
6.6 The Contracting Officer has the authority to issue a temporary stop order during the execution of any particular phase of this SOW. This authority may be executed when
