1.0 Executive Summary

The ZMA Control Wing Mod 4 area is a site adapt of a standard design to convert the former ARTCC M-1 Control Room into administrative space for Air Traffic personnel. The space includes offices, debrief rooms, conference rooms, mechanical and electrical rooms, and other required spaces to support the operation. The design for the Mod 4 area at ZMA was completed in October 2017 and construction started in July 2019. Due to the COVID pandemic, all construction activities were stopped, and the construction contract was later terminated for convenience.

The overall construction activities were estimated to be about 70% completed when the contract was terminated. The FAA would like to finish the build-out of the Mod 4 space, as originally designed, to support the needs of the Facility. To move forward with this project, an engineering survey and assessment was performed to identify the construction activities that are still pending to be completed, based on the original design, including an inventory of the material available on site from the previous contract. This new scope of work document will used to procure a new construction contract.

2.0 Discipline Technical Descriptions

Overviews of the existing conditions and a description of the anticipated work for each discipline are provided in the following sections for each of the design disciplines.

2.1 Architectural Description

The architectural scope of work outlined below is the required work, per the original design, to be completed for a complete build-out of the Mod 4 space. This scope of work references the original contract drawings and specifications and includes a list of materials that exists on-site.

All items in this report needs to be verified in the field.

2.2 Electrical Engineering Description

Introduction The Mod 4 area renovation project at the Miami ARTCC ZMA was under construction until it was suspended and put on hold in 2020 due to the pandemic. All materials that were approved and purchased are stored in the Mod 4 area. This narrative is to provide an evaluation per design drawings provided by the FAA to determine the percentage of completion of the project and identify the required work to complete the Mod 4 area renovation. Red line drawings are provided to better describe the specific requirement in some areas.

The electrical evaluation includes the power, lighting, grounding, telecom, security, and public address systems. Tasks will be numbered and itemized in the following paragraph per systems and call out on the drawings:

Power – EP Grounding – EG Security -ES Demolition - ED Lighting – EL Telecom – ET Public Address - PA

General The overall electrical work, including all the systems indicated in the previous section, is 60 to 70 percent completed. Some systems are further along in the installation, and some are not per the design drawings and schedules. The outstanding items that will require attention and material is described, itemized, and call out on the red line drawings in Appendix 3. All work must comply with Specification Division 26 and Division 27 provided by the FAA.

Power The new panelboards E1051A and B1051B located in the Telecom room 104 are installed.

Associated feeder and conduits are terminated at the panelboards.

The branch circuit loads (AHU 210 and VAV boxes) on panelboard E1051A are connected per design drawings and in operation.

Most of the branch circuit loads on panelboard B1051B are terminated at the circuit breakers and wires are pulled into the backbox of the loads.

The following is a list of power items that must be completed:

2.4 Fire Protection Engineering Description

Introduction The fire protection evaluation includes the sprinkler and fire alarm systems. Tasks will be numbered and itemized in the following paragraph per systems and call out on the drawings:

Fire Sprinkler – FS Fire Alarm – FA

General The overall fire protection work is approximately 50 percent completed. There are several items that have been insufficiently completed, and will need to be re-done or re-worked, specifically regarding the sprinkler system. The outstanding items that will require attention and material are described, itemized, and called out in this report. All work must comply with Specification Division 21 and Division 28 provided by the FAA.

Please note, the contractor will be responsible for taking full ownership of the systems within the scope of work and is required to provide a fully operational and tested sprinkler and fire alarm system in accordance with the original project documents and specifications, and all applicable codes and standards. This includes but is not limited to all work detailed in this document to bring the existing, partially completed work to completion.

Fire Sprinkler The two (2) Firecycle cabinets have been relocated to Mech Rm 106 and connected to the existing supply and distribution piping as shown on the design drawings. The connections to the existing piping have multiple points of poor workmanship that are listed below which will need to be corrected.

Flexible sprinkler drops have been installed on the existing branch lines above the demolished ceilings. These drops will be fitted into the new ceiling tiles to provide coverage throughout the space. More than half of the arm over piping supplying these drops however, is unpainted. This piping must be dis-assembled and painted red in a designated area exterior to the building, to avoid producing odors in the building that may impact air traffic operations.

Work Scope:

FS1 The Firecycle cabinets still have epoxy on The footings must be cleaned up

and properly secured to the concrete pad.

FS2 The Firecycle cabinets have not been supplied with power or connected to the fire alarm system for monitoring.

These power and monitoring connections must be made.

FS3 The Firecycle system detectors, and associated conduit and wiring have not been installed.

Detector circuits and devices must be provided throughout the space for Firecycle system activation.

Contractor must verify with the manufacturer whether there is currently a requirement for these device circuits to be installed in rated conduit.

FS4 The new 4” piping connections both supplying and coming from the Firecycle systems have been installed poorly. The pipe was not painted, and some segments were cut to the wrong length, resulting in unnecessary spool pieces. Discharge piping from Firecycle cabinets is not braced, which may cause it to jostle out of place when pressurized with water.

All existing deficient piping must be demolished, and new piping must be installed with proper workmanship.

Bracing must be provided on the discharge piping downstream of the Firecycle valves to prevent excessive movement on system activation.

FS5 Drain piping has not yet been run from the Firecycle cabinets.

A common drain must be run from the cabinets through the wall to the building exterior, with a splash block provided.

FS6 Much of the armover piping to the flex drops is unpainted (Refer to photo FS6).

These armovers must be removed and painted exterior to the building, and re-installed.

FS7 Flexible sprinkler drops have been attached to the armover piping, but not anchored due to the ceiling not yet having been installed.

The flexible sprinkler drops must be anchored into the new ceiling grid once installed and spaced to provide NFPA 13 compliant coverage.

FS8 The sprinkler system must be inspected and tested prior to activation. Hydraulic calculations based on current flow data must be provided.

Fire Alarm The area of work is provided with most of the fire alarm conduit and backboxes for the notification appliance circuits and signaling line circuits that will be required for the space. A new power booster panel has been installed at the location shown on the original construction documents.

FA1 Conduit and backboxes are provided throughout the space, but devices and wiring have yet to be installed.

Fire alarm devices must be provided and installed throughout the space, using the pre-installed conduit and backboxes. Signaling line and notification appliance circuits must be run to these devices in Class A configuration. Devices to be installed include smoke detectors, notification appliances, duct detectors, and pull stations indicated in the original design.

FA2 The Firecycle cabinets have not been connected to the fire alarm system for monitoring.

Monitor modules and associated circuits must be provided to monitor the Firecycle systems. Refer to Item FS2 in the Fire Sprinkler section in

697DCK-19-D-00002 Page 22 this report.

FA3 New Remote Power Supply (RPS) panel for the space has been provided, but not connected to the base building system.

Signaling line circuits must be run to the new RPS panel to connect to the existing building fire alarm panel network. Area of work must report to a function as an extension of the existing building base system.

FA4 The fire alarm system must be inspected and tested prior to activation. Voltage and battery calculations must be provided.
