About this file
This amendment modifies a solicitation for the Mod 4 Area Phase II Modernization Project at the Miami Air Route Traffic Control Center. The Federal Aviation Administration is seeking proposals for new construction work including flooring installation, framing, drywall, plumbing, fire sprinkler systems, fire extinguishers, mechanical room epoxy flooring, and overhead door removal. The work must be completed by an SDVOSB with a size standard of $45 million. The pre-proposal meeting was on May 31st and the mandatory site visit is June 7th. Proposals are due between $500,000 to $1,000,000 and payment and performance bonds are required. The amendment provides responses to contractor questions on technical specifications, clarifies scope items like missing sprinkler heads and grating repairs, and provides contact information for relevant system suppliers.

Questions:
Flooring:
1. The finish schedule calls for Carpet at Vestibule # 1044C, the assessment report calls for
VCT. Please clarify which will be installed at this location.
Answer: Lobby/Vestibule 1044C flooring VCT &VB.
2. Is the same flooring going in Mod 4 location being installed in the (3) rooms outside of Mod 4 location?
Answer: All flooring materials for rooms 1040, 1042, & 1042A need to be provided under this contract. The current GFE carpeting in the Mod 4 space does not account for these 3 offices. Carpeting type will be the same, final color might differ and will need to be submitted.
a. Will the flooring & base need to be purchase by contractors for the A651 Rooms?
Answer: The contractor will be responsible for all materials needed to complete the job minus the provided GFE materials indicated in Jacobs report.
b. What are the room #s for the 3 rooms having finishes installed outside the Mod 4 project?
Answer: Room number are 1040, 1042 and 1042A as shown on A101. Original modification plans for these rooms shown on A111 are not part of this contract.
a. The scope of work for these 3 offices includes all new carpeting and vinyl base, all walls and door frames repaired/patched primed and painted per specs.
Framing & Drywall:
3. Will the framing, drywall & door installation for the final room extension into CBI 105A be completed at the very end of the project or can it be installed at any time?
Answer: The existing temp construction barrier wall provides noise and dust control to the CBI/DSR control room and should be maintained in place until most of the heavy construction is completed on the mod 4 side of the barrier wall. Barrier wall removal and final construction work in the CBI lab space will need to be coordinated with a two week look ahead schedule. Potential night work might be required during wall removal and final CBI space reconstruction.
Plumping:
4. The under-slab piping including the 3” floor drain (the hub drain was eliminated) was installed and the AC condensate drain are in place.
It seems that all is needed to do is connect the vent or to an existing vent line.
a. Where is this location?
Answer: The vent line penetrates the mechanical room floor about 7inches from the south mechanical room wall adjacent to the AHU.
b. Will it penetrate the roof ?
Answer: NO.
c. Or will there be a need to install an air admittance valve in ceiling?
Answer: The existing vent pipe will need to be extended above the hard ceiling with an access door for inspections and replacement of an air admittance valve which will be installed above the ceiling.
d. Also, it was mentioned that the waste piping in ceiling & below will be insulated.
Answer: The condensate/drainpipe located in the basement underneath the mechanical room need to be insulated about 50 feet starting at the drain/trap in basement ceiling.
e. Please advise how we are to complete the venting portion of work.
Answer: See 4c.
Fire Sprinkler:
5. In the assessment report it states all the fire sprinkler piping not painted red will need to be disconnected from the locations installed & move piping to the outside to be painted.
a. Can fire sprinkler piping be left in its position and painted with a low VOC paint in place.
Answer: No. Piping must be painted outside. Only touch ups are allowed in place.
All paints/chemicals need to be low VOC and submitted for approval prior to use at facility.
b. Acoustic ceiling grid will need to be removed during the painting & replaced after painting is completed.
Answer: Coordinate trades to minimize damage or rework of affected ceiling systems.
6. After the last site visit there seems to be fire sprinkler heads missing.
Answer: Do we consider for bidding purposes that all the fire sprinkler heads & whips are installed in all locations needed? No. Upon inspection there are 6 spaces with missing heads & whips. The areas include Team/Debrief Offices 125, 126, & 127 along with the 3 heads in corridor 124 just outside of each office. All materials needed to complete system needs to be included.
b. If there are sprinkler whips & heads still need to be installed, can the FAA give a count of the amount?
Answer: See response 6a.
c. If there are any sprinkler whips & heads still need to be installed are all material onsite or will new sprinkler whips & heads need to be supplied?
Answer: See response 6a.
Fire Extinguisher:
7. It states in the assessment report that all the fire extinguisher cabinets to be installed in areas already finished for installation.
a. Are the fire extinguishers onsite or do they need to be purchased?
Answer: Provide all new fire extinguishers per spec and drawings. There are three cabinet locations in the plans. One cabinet has been installed in the wall at corridor 124. The other two cabinets are GFM but were not install in previous contract. Remaining cabinets to be installed as part of this proposal.
b. If the fire extinguishers are onsite will the FAA Handle the updating the tags on them or will this be for the contractor to complete?
Answer: No GFM extinguishers are provided.
Repair Missing Attic Steel Grating:
8. In the assessment report it states there a locations that need to be repaired in the grating from removed duct.
a. After walking the site during the last site visit, I did not find any openings in the grating.
b. If there are openings, how many are there & what are the approximate sizes?
Answer: There are 4 openings in the grating. Two are approx.. 2’ x 2’ and two are 2’x 4’in size.
Epoxy Floor In Mechanical Room:
9. Will the box the fire suppression main equipment is located on need to be covered with epoxy before the fire equipment is replaced after removing?
Answer: The Viking equipment pads were coated with the original approved epoxy system being used in the entire mechanical room prior to the Viking units being placed. The pads would only need to be re epoxied if they are damaged or get damaged during Viking cabinet construction work. Faa’s assumes contractor will be resubmitting and using same epoxy system as before.
10. Will the HVAC housekeeping pad be epoxied around the feet of the equipment already in place?
Answer: The HVAC housekeeping pad was epoxied prior to the new AHU installation. Housekeeping pad might require some touch up during the final mechanical floor epoxy if damaged during construction activities. Faa’s assumes contractor will be resubmitting and using same epoxy system as before.
Overhead Door Removal:
11. Will FAA supply drawing & engineering for wall girts to be installed where overhead door is removed & siding replacement?
a. Will contractors be responsible for wind load engineering & selection for wall structural framing or selection of girts to fill opening for siding replacement.
Answer: Yes. Contractor will be responsible for the proper engineering and build back of North wall opening. Pictures of the wall have been added to the KSN Website.
12. According to the scope (EL1 & EL5) we are to provide the highlighted fixtures for installation.
