1. Question: Given that the AHU has been running in a construction environment for a period of over forty (40) months with unknown maintenance and regular servicing, should a complete maintenance and a regular service update be included in the bid pricing as if an element of the SOW? Such maintenance and update would include: Coil inspection; coil cleaning; filter replacement; motor testing; belt and pulley inspection. Any major parts that need replacement would be excluded and provided to the FAA as a Change Order/Contract Amendment.
Answer: No - the Contractor shall not include this in the bid price.
2. Question: On the 7/19/2023 Site Visit, some of the new supply diffusers and return grills left and stored at the jobsite are still uninstalled. Neither the quantity nor functionality of all needed grills could be verified. Are we to price the completion work under the assumption that all diffusers and grills needed to complete the project are still present at the jobsite and in usable condition? If so, in that case would additional diffusers and/or grills necessary to complete the project be subject to a Change Order/Contract Amendment?
Answer: This information is provided in the Jacobs report Section 2.3 and Appendix 4.
3. Question: Given the Work Stoppage of March 2020, the AHU should no longer have an equipment warranty compliant with the original Contract requirements. Is the FAA going to accept the original warranty of the equipment as-is? Alternatively, should we provide pricing that includes an Extended Equipment Warranty for the AHU?
Answer: Contractor is not required to provide an extended warranty on the AHU.
4. Question: The original workmanship warranty for the installed mechanical work has expired. Should pricing include extending the workmanship warranty of work installed in 2019- 2020?
Answer: See answer to question 9.
5. Question: At the Site Visit, it was discussed that the mechanical controls SOW for the AHU was performed separate from the Contract with Schneider Electric and completed after the demobilization in 2020 [PLEASE NOTE at this point: Contractor has no knowledge or information about any Contract with Schneider.] The Controls Contractor is necessary to complete commissioning. What is the new Contractor's obligation(s) under the SOW relative to the mechanical controls? Does the FAA have a separate contract with Schneider? Are we to provide pricing as if Schneider will come back to commission the unit as part of their original Scope of Work under an agreement with the FAA or other Federal agency? Or should the Contractor under this Solicitation be including in its bid pricing to get Schneider Electric (or another Electric Subcontractor) to the Site to commission the unit?
Answer: Yes, the Contractor under this Solicitation should include in its bid price coordination with Schneider Electric to the Site for the commission of the unit. See Jacobs Report - Control Work Scope.
6. Question: Is the fire rated wall that was going to be built at the M-line still going to be built? Is this included in the SOW? Should the new Contractor include pricing to re-work duct, piping, insulation and sire/smoke dampers as per requested by the prior General Contractor in 2019?
Comment: No, the fire rated wall is not part of the scope. See attached Scope of Work which is hereby incorporated into the RFO.
7. Question: On the 7/19/23 Site Visit, the CHWP Riser above the AHU seemed to be temporarily supported by Unistrut at the attic level. The SOW calls for adding permanent support of the risers, but it will become a trip hazard. Should fencing around any potential trip hazard be provided as part of our scope of work?
Answer: No, fencing is not a requirement. Provide proper OSHA marking requirements for existing trip hazards.
8. Question: Due to the abandonment of the jobsite, are any VAVs found to be deficient during
T&B to be replaced and provided to the FAA as a Change Order/Contract Amendment?
Answer: Yes, if any previously installed equipment is found to be unsatisfactory during Testing and Balancing, it is reasonable for it to be a change order.
9. Question: What kind of Warranty is required on the work done under this Contract? The mixing and matching of new work with old - and particularly under circumstances where the prior work has largely lain dormant for more than forty (40) months without servicing and/or upkeep not only makes a warranty on the prior work impossible, but it also implicates condition - and thus any warranty - on the work necessary for completion of the project.
Answer: As part of the new contract, no warranty shall be priced or expected from the contractor on any installed or prior completed work. Warranty shall be only for new installation work. Everything else shall be treated as existing to remain and Government furnished equipment.
10. Question: Is the new Contractor expected to use the materials and/or equipment left onsite upon cessation of activities under the prior Contract? How are unusable materials to be accounted for?
Answer: Materials remaining on site are detailed in the Jacobs report dated Feb 10, 2023.
Document and verify usability of materials with COR.
11. Question: Who is responsible for removal and disposition of unusable prior materials and/or equipment?
Answer: The contractor is responsible for disposal and waste management.
12. On the electrical parts we will be responsible for installation only, no on the GFM?
Answer: Contractor is required to complete remaining electrical work to be per original contract. Any materials left behind from original contract are available for use under follow on award. All material required to complete project are the responsibility of the contractor.
13. Requested information on Fire alarm.
Answer: Original contract scope of work for fire alarm system portion of project will not be included as part of this contract bid. Note: The Fire suppression is a separate system from the fire alarm system and this scope of work remains in the contract and must be included in your bid price.
14. Requested information on pre-approved submittal.
Answer: FAA can provide previously approved submittals (with required redactions) upon request after contract award.
15. Requested information on security system, paging system, control system.
Answer: Jacobs final report along with contract documentation provide information on these items. In general, the security system backbone conduit piping, wire pulls, and panel/Jbox install is the responsibility of the GC. The installation of all the security scope of work is the responsibility of General Contract to contract with security contractor VERSAR. Paging system installation is the responsibility of the GC or a delegated Subcontractor if GC so chooses.
See Question 5 for Control System answer.
16. Provide a copy of the sign in sheet for the mandatory site visits
Answer: List are attached
