About this file

This Statement of Work (SOW) details a pavement repair project for Westover Air Reserve Base in Chicopee, Massachusetts. The project (YTPM 24-3003) involves crack sealing on two runways: the intersection of Runway 15/33 and Runway 05/23, with work to be performed in phases starting at the runway intersection and then proceeding along Runway 05/23. The contractor will clear cracks of debris, prepare joint surfaces in accordance with UFC 3-270-01, and apply new joint sealant conforming to Federal Specification SS-S-1401C and ASTM D6690-07, with an estimated quantity of approximately 650 gallons. Additionally, the contractor must repaint any disturbed surfaces using Federal Paint Specification TT-P-1952F, working in compliance with active airfield standards and regulations.

The project requires technical submittals including joint sealant manufacturers' data, asphalt equipment specifications, and paint manufacturers' data. The work will be phased, with the runway intersection addressed first, followed by work on Runway 05/23. The SOW specifies that the contractor must provide all necessary labor, equipment, materials, and supervision to complete the crack sealing operations, with the extent of repairs based on a "not to exceed" joint sealant quantity negotiated in the contract. The project is associated with Solicitation FA6606-25-B-0003 under the Department of the Air Force Reserve Command.
