About this file
This is an Evaluation Criteria and Basis for Award document for a Yellow Ribbon Reintegration Program (YRRP) training event support procurement by the Indiana Army National Guard (Solicitation Number W912L9-26-Q-9006). The solicitation seeks commercial services under a Firm Fixed Price contract set aside for small businesses, with award intended to the responsible offeror providing the best value to the Government.
The procurement requires comprehensive childcare and catering support services for a single event on Saturday, October 10, 2026, at an on-post military installation. Childcare services must accommodate approximately 25 children (15 ages 0-5 and 10 ages 6-17) from 0600 to 1700 hours, with caregivers meeting minimum qualifications including 18+ years of age, 6 months experience, background clearance, and pediatric first aid/CPR certification. Catering services must provide morning beverage service (coffee and tea) for 385 adults and a lunch buffet for 410 total attendees (385 adults and 25 children) served between 1130 and 1230 hours via three double-sided buffet lines, with menu requirements including salad, minimum two meat selections, hot vegetables, two starches, assorted beverages, and accommodation for vegetarian and gluten-free dietary restrictions. Contractor personnel and delivery vehicles require base access and security compliance. Evaluation of quotes will be based on three factors: Technical Capability (demonstrating understanding and approach to PWS requirements), Past Performance (record of delivering similar services on-time and to customer satisfaction, though not required for qualification), and Price (realism and reasonableness). The Government reserves the right to make award without discussions, reject any quotes, and waive minor irregularities.

Evaluation Criteria and Basis for Award
Subject: 381st MPs Yellow Ribbon Reintegration Program (YRRP) Training Event Support
1. Basis for Award The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, represents the Best Value to the Government. While the Government will primarily evaluate quotes to ensure they meet the technical requirements, the Government reserves the right to award to other than the lowest-priced offeror if a higher-priced quote presents technical advantages or lower risk that justify the price premium. The Government is not obligated to make an award as a result of this solicitation and reserves the right to cancel this solicitation or make no award if it is in the Government's best interest.
2. Evaluation Factors Quotes will be evaluated based on three (3) factors: Technical Capability, Past Performance, and Price.
Factor 1: Technical Capability The Government will evaluate the technical capability statement to determine if the contractor demonstrates the ability to meet the Government’s needs as described in the Performance Work Statement (PWS). The statement must be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. To demonstrate capability, the quote must clearly address:
· Understanding and Approach: A convincing rationale addressing how the offeror intends to meet the PWS requirements (including providing childcare services for ages 0–17, implementing sign-in/sign-out security, and delivering morning beverage service and a hot lunch buffet with double-sided buffet lines) rather than simply rephrasing or restating the government's requirements.
Note: Offerors shall assume that the government has no prior knowledge of their capabilities and will base its evaluation solely on the information presented by the offeror.
Factor 2: Past Performance The Government will evaluate the offeror’s demonstrated record of successfully delivering similar services (such as comprehensive event-based childcare or high-volume group catering) as described in the PWS, on time and to the satisfaction of the customer.
Note: Offerors are not required to have a record of past performance to quote this RFQ. Offerors without a record of relevant past performance will not be disqualified or penalized.
Factor 3: Price Price will be evaluated to determine the realism and reasonableness of the quoted price for all services and materials required to execute the support program.
· CLIN 0001: Yellow Ribbon Event Support Services
· Description: All labor, equipment, licensing, insurance, and materials necessary to perform both childcare and catering support services on Saturday, 10 October 2026, as specified in the PWS.
· Reference: Local GSA limits apply; see GSA Per Diem Rates.
3. Evaluation Process and Tradeoff The Government will evaluate quotes based on a best-value determination, considering technical capability, past performance, and price. Trade-offs may be made between price and the non-price factors listed above to select the quote that provides the greatest overall benefit to the Government.
4. Contract Award and Reservation of Rights The Government intends to evaluate quotes and award a purchase order without discussions with offerors. Despite this, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in its best interest, and the Government may also waive informalities and minor irregularities in quotes received. By submitting a quote, the offeror acknowledges that this solicitation does not commit the Government to award a purchase order or pay any costs incurred in quote preparation.
