About this file
This file is a Questions and Answers document for Solicitation W912L9-26-Q-9006, addressing clarifications on the Yellow Ribbon Catering and Childcare Support Services procurement.
The Q&A clarifies key service requirements and pricing parameters. Regarding childcare, the government previously had a separate youth provider for ages 6-17 through state funding, but that program is discontinuing; however, current enrollment projections remain favorable for the funded childcare component. For catering services, the government will furnish only tables and physical catering space, along with electrical power, trash removal, loading, and parking access. The contractor must provide and include costs for all banquet equipment (chafing dishes, beverage stations, linens, ice/water, kitchen prep access, and bussing support) in CLIN 0001. Morning coffee and tea service for 385 adults is separated from the lunch per diem limitation and will be funded through the National Guard Bureau's allocated "snacks and beverages" budget line, consistent with past event practices. The confirmed pricing quantity is 385 lunch servings total, including 25 children, as stated in the Performance Work Statement.

Solicitation W912L9-26-Q-9006 Q&A
1. Question - Is the childcare provider for all ages or will there be a separate youth provider? Answer - We had a separate youth provider for ages 6-17. However, the State funded Youth Programs is not continuing into the new FY. So, we will have to look elsewhere to request vetted volunteers for the overflow, but our numbers are still looking good for the funded childcare.
1. Question - For the catering portion, will the Government/event venue furnish any banquet or buffet equipment beyond the physical rooms and dining area, including banquet tables, chafing dishes/hot-holding equipment, beverage tables/stations, linens, kitchen or prep access, electrical power, ice/water access, trash removal/bussing support, or loading/parking access? Answer - No, we do not furnish any of the banquet equipment except tables and physical catering space. We will have electrical power, trash removal, loading/parking access. Everything else is provided by the caterer.
1. Question - If those items are not Government-furnished, should offerors include all such catering equipment and related setup/service costs in CLIN 0001? Answer - Yes, those items such as catering equipment should be included.
1. Question - The PWS states that local Government per diem rates for food apply. Please confirm whether the required morning coffee/tea service for 385 adults is considered separately from the lunch per-diem limitation, or whether all food and beverage charges for the event must remain within the applicable meal allowance. Answer -Yes, morning coffee/tea is separate from the lunch per-diem limitations. This is no different than the events we have done in the past. NGB provides authorization and allocates “snacks and beverages” money into the allotted funds. This is per an annual updated form NGB gives us.
1. Question - Please confirm that the PWS quantity of 385 total lunch servings, including 25 children, is the quantity offerors should use for pricing. Answer - Yes, that is the correct quantity we have estimated that offerors should use for pricing.
