SPECIAL NOTES ---
A. Amendment A001, Attachment J, Page 3, Building Data: Bldg. 40 –
REVISE Net cleaning area from 2,400 SF to 0 SF.
DELETE “Warehouse….. 2,400 SF”
The cleaning requirement for Building 40 is removed.
B. Solicitation, Section C, Item C.10, Page 20, Solid Waste Records and Reports –
1st paragraph, 1st line – DELETE “or cubic yards” 2nd paragraph, 1st line – DELETE “or cubic yards”
C. The attached Building Drawings will be formally incorporated via the Amendment issued as a result of the site visit.
Questions submitted by contractor with Government’s response:
1. I am confused about the exact amount of square feet that we need to clean in each building. In this solicitation, attachment J.9 has a category called "Net Cleaning Area" which is a total of office, warehouse and health. The footnote for “Net Cleaning Area¨ specifies, although restrooms are to be cleaned by the Contractor, this figure does not include their square footage. I would assume that Occupiable area should include restrooms and that the difference between Occupiable area and Net Cleaning Area should be the square footage of the restrooms. However, there are buildings where the Occupiable area is equivalent to or even less than the Net Cleaning Area. At the moment, there is the risk that vendors may submit bids based upon different square footages and it may make comparing the bids very difficult. Can you publish a chart showing the exact amount of space that we have to clean in each building? Can you separate the different types of spaces (office, warehouse, health, and restroom) for each building?
Amendment A001, Attachment J, includes the amount of cleaning required in each building. The information is currently broken out by specific area, with the exception of the restrooms. For example, Building 63 – Office- 134,702 SF; Health-1,780 SF;
and Warehouse-4,537 SF totals the “Net Cleaning Area” of 141,019 SF.
The SF for the Restrooms is shown in the attached drawings.
2. The previous solicitation included a CBA. Please provide a current copy of the CBA.
The current contract does not contain a Collective Bargaining Agreement (CBA).
3. On both page 20 and page 50, it is unclear if the Contractor has to hire a Recycling Contractor to remove recycling material from the facility. Can you please clarify? If the Contractor has to provide this service, can you state who is currently providing this service?
The Contractor is responsible for the collection of recyclable materials and the transfer to designated dumpsters. The Contractor is not responsible for final disposition of materials. The Census is responsible for removing materials from the premises.
4. Paragraph 13.4.4 on page 105 states, Offerors shall submit an original and one (1) hard copy of Volume I and an original and five (5) hard copies of Volume II of their proposal with a matching number of electronic copies. Can you please clarify what “matching number of electronic copies¨ means? Does this mean that we need to submit two (2) CDs containing a PDF of Volume I and six (6) CDs containing a PDF of Volume II?
Yes, the contractor is to submit the same number of CDs as the number of hard-copy documents.
The above information, along with the attached drawings, was provided at the site visit. The following notes / questions / responses are also incorporated into this Amendment.
SPECIAL NOTES ---
AA. All contractors are reminded to carefully read Attachment J.6 – InterfaceFLOR CARPET CARE MANUAL. It is imperative the contractor follow the cleaning procedures outlined in this Guide.
AB. All contractors should thoroughly review Sections L and M of the solicitation to ensure all aspects of those Sections L and M. Award will be made to the lowest-priced, technically acceptable contractor. The Government has the authority to award without discussion if the lowest-priced offeror is found technically acceptable. The Government has the authority to hold discussions, but discussions are not required; therefore, offerors should ensure their initial proposals are of the highest quality.
AC. The following questions were received:
1. Which government position will be onsite during the day and night operations to accept the contractors work upon completion?
Random, unscheduled inspections will be conducted, during both day and night shifts, by the COR or his authorized representatives.
2. Please provide the list of government and contractor proposal conference attendees.
See attached Attendee list.
3. Please provide the dimensions of the area the contractor is allowed to pile snow to be hauled. Also, what is the timeframe that the snow must be hauled from the premises?
There should not be large piles of snow. Under this acquisition, the contractor is responsible only for the sidewalks and entry paths/crosswalks. Any snow removed can be placed in the immediate area permitting it to melt and/or be removed by the snowplow.
4. Is there space for a washer/dryer hook up?
No, there is no space available for a washer/dryer hookup.
5. Please provide the annual history of monetary deductions for deficient or non-performance by the incumbent contractor.
This is contractor sensitive information and any such reports are not releasable.
6. Please identify how this solicitation differs from the current contract.
The general, overall work requirements are essentially the same.
7. What is the daily population of permanent & temporary employees and visitors by month and are their projected increases due to Census related activities? If so, please provide the month/year and population counts.
The following is historical data of the number of employees per Fiscal Year.
These numbers stay consistent with the exception of Decennial Census years.
Since a Decennial is not covered under this contract, those numbers are not provided. All numbers are “high” estimates.
2007 –1500 employees 2008 – 1860 employees 2009 – 1700 employees 2010 – N/A, Decennial Census not covered under this contract 2011 – 1800 employees 2012 – 1500 employees
8. Based on our understanding of FAR 15.305, if a prime contractor does not possess relevant experience as required by the solicitation, the prime contractor can provide past performance of "predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement.
This is correct – subcontractors that will perform “major or critical aspects of the requirement” will be considered. However, per 52.219-14, Limitations on Subcontracting (Nov 2011) – Section H – H.2 – “At least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” Any subcontractor whose personnel perform more than 50% of the requirements, making the prime ineligible, will not be evaluated.
9. What measurement will the government use to determine if an offeror is unrealistically low/high? Is a government estimate established? Is the government estimate based on the current contract price?
Competition and fair market pricing will be used to determine price reasonableness. Yes, there is a Government estimate – the estimate is in the range between $5 and $10M, which includes the base and all options. No, the Government Estimate is an Independent Government Estimate based on current market pricing.
10. We have formed a teaming relationship with another company. How many past performance references does each team member submit?
See Section L – L.15, VOLUME II – Technical Evaluation Factors – TAB A – FACTOR 1: Experience, Offeror’s Submission Requirements, page 107.
11. How much time will be given each offeror from notice of award to contract start date? How much time for transition?
The anticipated notice of award is mid-late August 2012, with an anticipated contract start date of 1 November 2012 – see Section F – F.6 TERM OF CONTRACT. No more than 10 days will be allowed for on-site transition – see Schedule – Item No. 0003 – page 3.
12. Is it acceptable for janitorial employees to drive their vehicles rather than service vehicles?
Allowing employees to drive personal vehicles is a business decision for the Contractor to make. Keep in mind, if an employee uses their personal vehicle and is involved in an accident, the Government is not liable and in most cases, an individual’s personal insurance will not cover expenses.
13. What type of roof is available for the window cleaning contractors such as hooks on the roof?
Contractors cannot hang from the parapet walls or caps due to safety concerns.
However, roof-rigs, rooftop rollers, parapet wall rollers, etc. are allowed.
14. Does contractor have the day off as government employees under inclement weather condition?
Situations vary, depending on the weather event. Generally, if the entire facility is closed the contractor is not required to report. If, however, day shift does not report but night shift employees do, the contractor will be required to work in those areas that are operational. Weather conditions are nearly always anticipated, allowing the COR and onsite Project Manager to coordinate efforts in advance of the weather event.
15. Are interior and exterior of microwaves required to be cleaned or exterior only?
The interior and exterior of microwaves shall be cleaned.
16. Paragraph C4 says Exterior Windows are cleaned twice per year however H.21 says they are done annually, please advise.
The windows shall be washed two (2) times annually.
17. Paragraph C5 – it appears we only respond when directed by the COR, is this correct?
Yes.
18. Paragraph C10 – please provide the specifications on the number of containers currently being used along with the frequency of removal.
The Government does not require a certain number of containers or a set frequency for removal/emptying. The number /frequency is determined by the Offeror based on the requirements of the contract.
19. Paragraph C11 – is there a separate Contractor that removes the recycle materials from the NPC location?
Yes.
20. Paragraph C3 states blinds are cleaned every other year however in H.21 is states annually. Please advise.
The blinds shall be washed every other year, out outlined in C.3.
21. Exhibit J6 has frequency standards that deviate from paragraph C3, for bidding and performance purposes which standards should we adhere to?
The frequency shall be in accordance with the Performance Work Statement, C.3.
The procedures (method and manner) for cleaning shall be in accordance with Attachment J.6.
22. Exhibit J7 has an area wide wage determination however all previous procurements had a Collective Bargaining Agreement. Please advise.
There is not currently a collective bargaining agreement (CBA) in place. The CBA contained in the predecessor contract expired on its own terms effective March 31, 2012 and no new agreement was provided. Per the Department of Labor --
Section 4(c) of the SCA provides that the wages and fringe benefits contained in a predecessor contractor’s CBA (collective bargaining agreement) will supersede any and all other wage determination requirements for the successor contract period of performance. The CBA must be provided on a timely basis to the contracting officer and be properly executed by the signatories to the CBA (predecessor contractor and union) and be effective for wage/benefit purposes during the predecessor contract in order to control under section 4(c) of the SCA.
23. Evaluation Factor 3, #3 – please clarify what is meant by “mechanics” as related to a janitorial contract
Mechanics = procedures, processes, methods, systems, techniques, courses of action
