About this file
This document is a technical specification file for the Orange County Utilities Department's University Shores Gravity Sewer Improvements Package 4 project located in Orange County, Florida. The project involves the rehabilitation of approximately 23,515 linear feet of gravity sewer mains, including cured-in-place pipe (CIPP) lining of 15,358 linear feet of 8-inch gravity main, 7,762 linear feet of 10-inch gravity main, and 395 linear feet of 12-inch gravity main. Additional work includes cleaning sanitary sewer gravity mains and service laterals, mechanical root and grease removal, tuberculation removal, bypass pumping, and television inspection before and after lining. The sealed bid responses are due by 4:00 pm EST on September 18, 2025, with an estimated project cost of $1,578,919.41.
The project will be conducted entirely through electronic submissions via the OpenGov e-Procurement Platform, with bidders required to create a free account to participate. The technical specifications provide extensive details on materials, installation methods, testing requirements, and quality control standards, including specific requirements for CCTV inspections, lateral renewals, and manhole rehabilitation. Bidders must comply with comprehensive guidelines for surface preparation, liner installation, testing, and warranty provisions. The project emphasizes stringent quality control, with specific requirements for contractor qualifications, equipment, and documentation, including pre-construction audio-video documentation, progress schedules, and detailed reporting protocols.

3. The apparent silence of the Specifications as to any detail, or the apparent omission 17 from them of a detailed description concerning any Work to be done and materials to be 18 furnished, shall be regarded as meaning that only the best general practice is to prevail and 19 that only material and workmanship of the best quality is to be used, and interpretation of 20 these Specifications shall be made upon that basis. 21

Work stoppage by the 24 County/Professional for excessive noise shall not relieve the Contractor of the other portions of this 25 specification including, but not limited to, completion dates and bid amounts. 26
C. No extra charge may be made for time lost due to work stoppage resulting from the creation 27 of a public nuisance. 28
