The project team will develop a mutual understanding relative to the approved proposal, safety program, environmental permits and requirements, quality control procedures, and design and construction schedule. During the meeting, DB shall propose and gain acceptance for any critical path work activities requiring advance submittal and approval. If the contract includes work on any fire protection system, including fire alarm and mass notification systems, the DB and the appropriate DOR shall meet to establish clear expectations of fire protection requirements of the project.

The DB’s key personnel shall attend at the expense of the DB. Key personnel are defined as the Project Manager, Superintendent, CQC representative(s), DOR, major subcontractors and specialized supplementary personnel.

5. DESIGN: Design is the work necessary to ensure functionality, quality, and safety for critical facets of the project.

a. Provide work in compliance with the following design standards and codes, as a minimum. Government standards listed in this Proposal Requirement take precedence over industry standards.

b. The advisory provisions of all codes, requirements, and standards shall be mandatory; substitute words such as “shall”, “must”, or “required” for words such as “should”, “may”, or “recommended,” wherever they appear. The results of these wording substitutions incorporate these code and Standard statements as requirements. Comply with the required and advisory portions of the current edition of the standard at the time of contract solicitation.

c. Provide professional registration and design signing and stamping requirements per local and federal codes. See Part 4, Attachment D.

d. Design phase will require compliance with COR requirements for DB to stop design at specified intervals and submit for review prior to continuing with further design.

1) DB will task its DOR to perform all necessary site investigative work, develop three site plan options (siting the facility) and one floor plan option (based off the ANG standard approved floor plan) then submit to COR for review. DB will come to a complete and full stop and await COR review comments before proceeding. DB will anticipate and plan around a ten business day stoppage awaiting comments from the COR and selection of the site. All COR comments are binding as a condition to proceeding with design. This will be termed “Type A2 – 35% Concept Design”.

2) Upon receipt of notice to proceed beyond A2 stage by COR, the DB will task its DOR to fully design the building to the 95% pre‐final stage and submit all deliverables to the COR for review. DB will come to a complete and full stop and await COR review comments before proceeding. At this stage the design is complete as intended by the DB and shall be “ready” for receipt of professional stamps and seals. DB will anticipate and plan around a ten business day stoppage awaiting comments from the COR. All COR comments are binding as a condition to proceeding further. This will be termed “Type B2 – 95% Pre‐Final Design”

3) Upon receipt of notice to proceed beyond B2 stage by COR, the DB will task its DOR to complete final design, professionally stamp and seal all plans and specifications, and furnish copies of the ready for construction deliverables to the COR. This will begin the construction phase of the project.

e. See Attachment A for project‐specific submittal requirements.

6. SUBMITTALS PROJECT SPECIFIC: Provide to the Government submittals as listed. See Paragraph 5, DESIGN, and Attachment A for specific design and construction submittal format and approval and surveillance requirements. Design drawings may be prepared more like shop drawings to minimize construction submittals after final designs are approved. Therefore, the Contractor is encouraged to prepare and submit with the design drawings, appropriate connection, fabrication, layout, and product specific drawings.

a. Schedule: Provide detailed design schedule and preliminary construction schedule, due prior to PAK.

b. Schedule of Prices, initial due 21 calendar days after award and a detailed due prior to construction.
