Solicitation FA850122R0011 ACS Design‐Build | Garden City, GA
1) Are proposals to be submitted electronically to procurement officer(s) or by mail? Please confirm L.12 alleviates need to mail hard copies. Instructions later in proposal state electronic submission.
2) Will the government provide special inspections for earthwork/compaction, concrete rebar installation, concrete testing/breaks, bolted connections, and or other required inspections generally practiced in the private sector? Or, will the Contractor have to cover these costs?
Contractor covers all costs of all special inspections. See Paragraph 6, Quality Control in the RFP which is now worded “Special inspection, testing, approvals, certifications, observations and quality assurance plans as prescribed in Chapter 17 of the 2018 IBC, including the Georgia State
Amendments to the 2018 International Building Code (dated 01 January 2020 2022) apply to this contract and further expand on local requirements.” See Table 1704.2 “Minimum Special Inspector
Qualifications” at this link: https://www.dca.ga.gov/sites/default/files/ibc_2022_amendments.pdf
3) Will the government require that the Quality Control Manager be on site at all times with the
Superintendent? No, a separate QC Manager can cover other local area jobs but will not be subordinate to the site superintendent. Prefer this to “dual hatting” a site superintendent anyway.
4) Please confirm that the Superintendent can dual hat as the safety representative? Yes
5) Will the Project Manager be required to be on site at all times? No, the “project manager” will not but a “site superintendent” shall be on site all times there is work. If there is any doubt as to coverage appoint an alternate site superintendent in writing at pre‐construction meeting who has full appointed authority to act on behalf of and bind the company to any course of action.
6) Will the government provide utility marking services and locate all underground utilities or must the contractor cover these costs? Locating and marking utilities will need to be coordinated through the governments engineering technician Mr Jack Waters who can provide initial general marking but not official marking. Contractor will have to get dig ticket in with usanorth811.org to get initial marked and then maintained every 30 days.
7) Does this construction work fall under the permitting/inspection jurisdiction of the local city or county? See Number 11 Licenses and Permits section. No local city or county “building” permits required, you are on federal/military property and follow DoD UFC 1‐200‐01 Building Code and all sub‐referenced UFC’s therein. It is anticipated there will be no “stormwater permit” requirement as long as “site disturbance” stays below 1 acre (43,560 SF) total. Contractors engineer will however be required to submit their plans to the City of Savannah Water and
Sewer Planning and Engineering Department as a requirement to get a water meter and connections approved to their city owned water and sewer systems.
1169329130N Highlight
8) Will temporary power be provided by the government at the construction location excluding that power required for a job site office trailer? Contractor is encouraged to work with Georgia
Power on extending power to the site of the future transformer early, which itself should be at no cost to Contractor or ANG, since it is a new facility and “revenue generating”. Having that ran to the site gives contractor a place to draw power from the government in accordance with FAR.
9) What is the minimum height/clearance needed within the office and storage areas(s)? Exposed ceiling in van bay storage area. Restroom hard ceiling at 9’‐0” A.F.F. Minimum 10’‐0” vertical clearance opening on both roll‐up doors. 10’‐0” clear height A.F.F in Office Area.
10) What is the size of the trailers to be housed in the PEMB and where will they be located in the facility? The trailers are mobile and approximately 8’ wide x 12’ long and will be going in and out of the storage area through both roll up doors.
11) What is the minimum width necessary for the PEMB? Minimum interior clear length of van bay storage area is 38’‐0” between the interior face of roll‐up doors to allow for the towed mobile trailers to fit inside with ample walking clearance around to service those trailers with doors closed. This will drive the exterior width of PEMB to not less than 40’‐0” not more than 42’‐0” exterior width. In no case can the total gross SF of facility around exterior perimeter exceed
3,000 SF exactly (does not include roof edge line).
12) What is the minimum length necessary for the PEMB? To be determined by design agent, not less than 70’‐0”, not more than 75’‐0”. In no case can the total gross SF of facility around exterior perimeter exceed 3,000 SF exactly (does not include roof edge line).
13) Will this building require gas service? Follow UFC’s in design. Gas runs adjacent to the alternate site if needed.
14) How close is an existing water meter/tie‐in point to the proposed building location? 3.1 states
“reasonably close”—please provide Linear Ft. See attachments for utility layout at both sites. Be careful here, tying into City of Savannah Water system requires application for meter and meter box. City will perform taps to its system. All tap / connection fees is a calculation for the contractors engineer to develop and a cost for the contractor to pay. Contact Mrs. Annette
Williams City of Savannah Water and Sewer Planning/ Engineering Manager at 912‐651‐6573 for expected costs the contractor will need to pay. Alternatively you can go to “Article U: Utility
Service Fees” at this link to calculate tap and service fees yourself:
https://savannahga.gov/DocumentCenter/View/23429/2022‐Revenue‐Ordinance
15) How close is the existing power supply / tie‐in point to the proposed building location? 3.1 states “reasonably close”—please provide Linear Ft. See attachments for utility layout at both sites. Be careful here, Georgia Power must ultimately provide primary power to site off their primary infrastructure. Your takeoffs should be from there not from existing infrastructure.
16) Please define what communications support means per Scope Overview 1.2. Contractor is to design, furnish, install, terminate, and test telecommunications “outside plant” from nearest government telecomm manhole into interior building fiber demarcation panel mounted on Type
X fire rated plywood backboard. Includes one twenty‐four (24) strand single‐mode (SM) fiber in ductbank from manhole to fiber demarc. SM Fiber will be terminated inside facility with angle polished LC connectors and will have service loop(s) at fiber demarc. In addition, Contractor is also shall design, furnish, install, terminate and test all telecommunications “inside plant” that will require ethernet cable(s) ran from twenty‐four (24) data jack locations, spaced throughout the building, back to the same plywood backboard. All Ethernet cable will terminate in a 48‐port
Cat 6A patch panel. Locations of data jacks will be selected by end user. Contractor will pull two
(2) shielded Cat 6A Ethernet cables from each of 24 jacks back to a 48‐port Cat6A patch panel.
Contractor will terminate ethernet cables at jacks. All work shall be in accordance with latest published UFC 3‐580‐01 https://www.wbdg.org/FFC/DOD/UFC/ufc_3_580_01_2016_c1.pdf .
The government will furnish its own rack(s) and switch equipment and make fiber connections between the 48‐port patch panel and the fiber demarcation to complete the telecomm network.
Government will furnish all end user equipment to include phones, computers TV’s etc. No CATV or coaxial cable required for project.
17) What is the minimum space required for the raised floor? To be determined by design architect.
Minimize the height to least possible to conceal Ethernet and power cables and allow flexibility of workstation arrangements in perpetuity. Transition from storage bay to admin area finished floors will be treated like a single “stair tread” riser at some point. Transition at the door threshold.
18) Please define the amount of raised floor necessary within the PEMB and where it is located?
Office only? Any in storage area? What is its purpose? Office area only. Purpose: to provide ample area for running and maintaining ethernet communications cables subfloor.
19) Does the government have any reports on existing soils in the vicinity? Not for use on this project.
20) Do you require a ridge vent at roof? Follow Roofing UFC verbatim.
21) Please confirm max height of drywall in office and storage areas? To be determined by design agent in accordance with all stated standards
22) Will Government provide fire extinguisher cabinets with their provided fire extinguishers? No.
23) What percentage of the facility do you anticipate or do you desire to be exposed (e.g. exposed steel PEMB framework)? Whatever is the most cost effective for construction and maintaining energy performance per UFC 1‐200‐01 and UFC 1‐200‐02.
24) Please confirm Room 1A receives carpet—a raised floor is identified which implies use of laminate flooring—which is it? or does the room have an area with a raised floor and if so can you provide clarification? The floor finish in room 1A will be a raised floor with anti‐static high pressure laminate (HPL)
25) How many overhead doors are you requesting? 2 total, 1 on each side of the storage area
26) How many man doors are you requesting? 2 exterior man doors. At least 2 interior man doors, maybe more. This is a design issue.
27) What linear footage of storefront glass would you like to provide daylighting? None.
28) Would you like any skylights? No.
29) Please confirm ½” plywood throughout storage and maintenance space where gypsum board is not indicated. No, use ANG ETL 15‐00‐01 standards.
30) Please name appliances required. Not applicable.
31) Does the government desire awnings at the overhead and man doors Sun/rain canopy (4’ deep, 5’ wide) required over any exterior man door opening. No canopy over the roll up doors.
32) Will the government require repaving/striping for parking areas? How many parking spots? No.
33) Does the government expect a list of clarifications and exclusions to accompany the proposal to back up the price proposal? We expect an overview of pricing, but we are not asking for each labor category, and piece of equipment to be broken down.
34) Please confirm government desires insulated metal panels opposed to batt insulation.
Confirmed.
35) Please confirm what documents the government expects to receive as part of the proposal—the instructions are not clear. It appears the government wants only the price sheet returned with nothing else. What the government is requiring be submitted is listed in the description of the solicitation on sam.gov.
36) Does the government expect Contractor to build/pave at least one ingress and one egress or are they existing? Continuous all‐weather paved access required to each roll‐up door.
37) Does the government expect sidewalks around the building? Yes. A sidewalk from nearest parking lot to each man door.
38) Will fiber optic be required and will the government provide taps if so? See question on telecommunications.
39) When will we receive the sign‐in sheet for the site visit? Will be posted on sam.gov
40) What is local roof panel overhang requirement? See B30 Roofing. Minimum 8” overhang beyond exterior wall per latest published DoD UFC 3‐110‐03 “Roofing”, para 3‐3.2, Change 5, 12 June
2020.
