About this file

This document is a Pre-Bid Request for Information (RFI) memorandum from the Department of the Air Force, Headquarters 72 Air Base Wing at Tinker Air Force Base, Oklahoma, dated 28 Aug 25. The RFI addresses Project WWYK210040 for repairing roof sections 7, 8, 9, 10, 19, and 20 in Building 3102. The government provided detailed responses to seven contractor inquiries regarding project specifications, including requirements for secondary drainage, environmental survey (with a prior spot test revealing asbestos presence), scupper installation, pipe sizing guidelines, mechanical hood/fan removal and reinstallation, and removal of government equipment and associated conduit piping from the roof assembly. An attachment of drawings was referenced to support the project details.

SUBJECT: Pre-Bid RFI Responses Project: WWYK210040 Repair Roof Sections 7, 8, 9, 10, 19, and 20, B3102

Reference: Memo, 21 Aug 2025, Pre-Bid RFIs, WWYK210040 Repair Roof Sections 7, 8, 9, 10, 19, and 20, B3102

1. This office reviewed the referenced RFIs for the subject project and provided answers below. Please forward to the contractor(s) for their use in preparing proposals.

1. Keynote 4 on RD101 states: CONTRACTOR IS TO DETERMINE BEST

LOCATION/SOLUTION FOR SECONDARY DRAINING AND TO ENSURE TINKER

AFB SHPO (STATE HISTORICAL PRESERVATION OFFICE) IS IN AGREEMENT

PRIOR TO DESIGN SUBMISSION. Please provide Asbuilts of the building so we can see the construction of the walls we need to cut scuppers through.

Government Response: A complete set of the original design drawings will be provided.

2. The environmental survey is mentioned in both the SOW. Will the Government provide an Environmental Survey?

Government Response: A prior spot test conducted by the government revealed the presence of asbestos, the contractor is required to carry out a comprehensive test.

3. Can the contactor opt to install emergency drains adjacent to primary drains and run the drain piping horizontally East and West to the building exterior to lambs tongue spouts at the building exterior in lieu of installing overflow scuppers in the East and West building parapet walls large enough for all the roof drain emergency drains.

Government Response: For continuity of building systems between projects scuppers should be installed.

4. Is the DOR to size the overflow scuppers based upon Static head pressure and hydraulic head pressure for sizing the scuppers and flow rates?

Government Response: Pipe sizing should be IAW UFC 3-420-01, Plumbing Systems

IAW IPC.

5. If exterior parapet walls need to be increased, can the walls be stepped at locations closest to the required roof slope location requiring extension of wall.

Government Response: We need further clarification or a sketch to better understand the request.

6. The Government is calling for multiple raised, hooded cabinets on the roof with keynote #5, has the Government confirmed these are not smoke relief vents and can be demolished as part of this project.

Government Response: Sheet RD101 keyed note #5 refers to mechanical hoods/fans that are to be carefully removed, stored and reinstalled, not demolished.

7. RD101 calls for Keynote #7 Users and Government to remove Government equipment, does this include the associated conduit piping that is running along the roof assembly to be demolished.

Government Response: Yes
