About this file
This is Addendum 1 to an Invitation to Bid issued by the Town of Windham, Connecticut, through the Windham Water Works for installation of a facility-wide keyless access system. The addendum provides clarifications and answers to sixteen questions submitted by prospective bidders regarding system specifications and installation requirements. Key clarifications include confirmation that a cloud-based solution is preferred; rigid metal conduit is required only in the chemical storage room to the Backwash Room; the Maintenance Garage scope is reduced to one door; Request-to-Exit devices and door contacts are required on each door receiving access control; and the Main Administration and Treatment Building is the highest priority scope item with other buildings subject to available budget. Additional technical specifications confirmed include fail-secure locking behavior for all doors, 120VAC power availability at each network switch, a dedicated VLAN requirement for the access control system, minimum six-hour battery backup runtime, and one training session to be coordinated with Windham Water Works. The contractor is responsible for all comprehensive installation including cutting, coring, drilling, patching, sealing, painting, electrical wiring, network wiring, and fire stopping.
The addendum addresses various design and implementation preferences, clarifying that door controller placement is at the bidder's discretion; existing door hardware should be maintained where cost-effective; a single device providing both keypad and credential reader functions is acceptable; and conduit material and use at non-chemical storage locations are at bidder discretion provided compliance with applicable building codes. The contractor must submit this signed and dated addendum with their bid, with non-compliance resulting in incomplete bid consideration. No pricing terms, set-asides, incumbent contractors, or budget amounts are specified in this addendum document.

Addendum #1
The purpose of this addendum is to provide answers to quesƟons submiƩed by prospecƟve bidders:
1. Please confirm the classificaƟon of the chemical room.
The chemical room does not have a hazard classificaƟon, but rigid metal conduit will be required within this area. Chemicals stored and uƟlized include fluoride, which is a corrosive; however, this chemical is stored within a separate, venƟlated room and should not pose a risk to any materials used.
2. During the walk through it was noted that door contacts are requested. Please confirm contacts are requested for door status.
Confirmed, contacts that provide door status are requested.
3. Is there a preference on an on-premises soluƟon or cloud soluƟon.
A cloud soluƟon is preferred.
4. Please confirm which areas require conduit.
The conduit through the chemical store room to the Backwash Room Door (fourth door visited during the pre-bid walkthrough) requires rigid metal conduit. Conduit use and material at all other locaƟons is at the bidder’s discreƟon, provided that it is compliant with current applicable building codes. Bidder should propose a soluƟon that is sufficiently durable and protecƟve of the hardware, based on their experience.
5. Please confirm in wriƟng the Maintenance Garage is eliminaƟng one door as part of the bid proposal.
Confirmed that the scope of work at the Maintenance Garage is reduced to one door per the pre-bid walkthrough.

6. Please clarify whether the push buƩon at the secretary’s desk is only for the Main AdministraƟon and Treatment Building or if it’s intended to funcƟon with the other three buildings.
The push buƩon at the secretary’s desk is only to operate the main entrance of the Main AdministraƟon and Treatment Building.
7. Please clarify whether Windham Water Works would like Request-to-Exit devices and door contacts at every door receiving access control?
Request to Exit devices and door contacts are to be installed on each door receiving access control.
8. The Bid Form requires separate pricing for each of the four buildings with the Main Admin. Building listed first. Is it to be assumed that the Main Admin building system will be purchased regardless of any other combinaƟon of buildings purchased?
Access control for the Main AdministraƟon and Treatment Building is the highest priority scope item for Windham Water Works. Scope and system components beyond that building may be subject to available budget.
9. Please confirm if exisƟng door hardware (locks, closers, etc.) will be reused or replaced under this contract. If replacement is required, please provide door hardware specificaƟons.
ExisƟng door hardware should be maintained wherever it is the most cost-effecƟve opƟon.
10. Please confirm required locking behavior (fail safe vs. fail secure) for each door.
Fail secure locking behavior is required for all doors.
11. Please confirm if 120VAC power is available by each network switch.
Confirmed that 120VAC power is available at each network switch.
12. Please confirm if door controllers would be installed at the door, above drop ceiling, or at a centralized locaƟon in the main building.
All three opƟons are acceptable. Door controller locaƟon is at the discreƟon of the bidder based on their experƟse and observaƟons made during the pre-bid walkthrough.
13. Please confirm if a conduit path already exists or if the contractor is responsible for all new conduit installaƟons.
Contractor is responsible for comprehensive installaƟon of the keyless access system, inclusive of all cuƫng, coring, drilling, patching, sealing, painƟng, electrical wiring, network wiring, installaƟon of appropriate hangers and clamps, fire stopping, etc.

Yes, the access control system should reside on a dedicated VLAN.

16. Please clarify required runƟme for baƩery backup.
A minimum baƩery backup Ɵme of 6 hours is required.
17. Please clarify number of training sessions and duraƟon.
The selected contractor shall provide one training session. Selected contractor shall coordinate the date and Ɵme with Windham Water Works so that all essenƟal employees are available to aƩend. DuraƟon of training is at the discreƟon of the bidder based on the informaƟon to be presented.
