About this file

This is an email exchange regarding technical clarifications for a pavement structure specification on a Federal Highway Administration (FHWA) project designated WV NP NERI 107(3), related to the transition from previous standards to FP-24 specifications.

The communication addresses three specific questions about tack coat and geotextile requirements for the project's pavement design. Kenneth Nguyen (FHWA) provided clarifications to Damon Hassan (FHWA Civil Engineer, Eastern Federal Lands Highway Division) regarding: (1) SCR 412.07 for tack coat application is not required for this project since the geotextile serves as separation between subgrade and aggregate base rather than requiring tack coat bonding; (2) the updated FP-24 geotextile pay item specification should be "Separation Geotextile, Woven (20701-1000)" rather than referencing specific geotextile classes, as FP-24 no longer explicitly designates different classes; and (3) tack coat application onto the geotextile itself is not needed for this project. The clarifications were requested with urgency for a 95% External Distribution meeting scheduled for September 9, 2025, at 1:00 PM.

Hello Kenneth, I have some questions about the pavement structure for project WV NP NERI 107(3). Currently I am using the Pavement Report for project WV NP NERI 107(2). When we transitioned to FP-24, the SCR’s changed for Tack Coat.

- Should I include SCR 412.07 for this project? No. In this context applying tack coat to the geotextile is not needed (since the geotextile is used as separation between the subgrade and aggregate base), so this SCR is not required.

- SCR 412.07 says to use nonwoven geotextile. The pavement report recommends using Geotextile, Class 2, Type E. Can you provide an updated FP-24 geotextile recommendation? The updated pay item should be as Separation Geotextile, Woven (20701-1000). FP-24 doesn’t explicitly call out the different geotextile classes anymore.

- SCR 412.07 says to apply tack coat to the nonwoven geotextile. Does tack coat application onto the Geotextile need to be added to this project? No.

If you could provide answers to my questions as soon as possible it would be greatly appreciated. The 95% External Distribution meeting is on September 9, 2025, at 1PM.
