About this file
This document is Amendment No. 0003 to a federal solicitation issued by the Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division, for the New River Gorge National Park and Preserve project (WV NP NERI 107(3), Solicitation 693C73-26-B-000016).
The amendment serves two primary purposes: (1) to provide a summary of responses to questions and clarifications submitted by interested bidders, and (2) to confirm that the bid opening date of Thursday, August 13, 2026, at 2:00 p.m. EDT remains unchanged. The amendment includes fifteen bidder questions with government responses addressing project-specific technical matters, including wheelstop removal and replacement, select borrow measurement units, spoil disposal requirements, roadway closure windows (October 31 to March 24 for Cunard River Access Road), polyethylene pipe joining specifications using ASTM F2620 butt-fusion methods, soldier pile wall design responsibilities (contractor designs ground anchor systems only), wood lagging material specifications (pressure-treated conforming to AWPA U1 Category UC4C), reinforcing steel specifications (bare steel per AASHTO M31), drilled shaft requirements, rock drilling quantity estimates based on available soils reports, engineer oversight requirements for ground anchor installation, and paved waterway installation methods. The amendment clarifies that pre-boring and temporary backfill work above Elevation B constitute subsidiary obligations with no separate pay items, and that final payment for drilled shafts will be based on actual field-measured linear feet of soil and rock encountered. Questions received less than five days before bid opening will not be answered.

Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The
Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Is it the intention of the Park to Reuse the Existing Wheel Stops or would they like the contractor to purchase and install new Precast Concrete Wheel Stops?
Response: Pay Items 20301-3400 (Removal of Wheelstop) and 60915-1000 (Wheelstop, Concrete) are included in this project. The intent is for the Contractor to remove the existing wheelstops and replace them as part of restoring the Brooklyn Miners Trail
Parking Area.
2. The Bid Item A0420 – Select Borrow – is in Tons – The contractor suggests changing this to
CY for tracking and payment purposes.
Response: Per Subsection 204.16(b) of FP-24, if select borrow is measured by the cubic yard, the measurement is based on its final position, which follows Subsection 109.02(d)(1).
The Government prefers to maintain the current measurement select borrow, which follows Subsection 109.02(r).
3. Does the Park have any Preapproved Borrow Pits or Topsoil Vendors they will require the contractor to purchase material from.
Response: No.
4. Does the Park have a borrow pit the contractor would be permitted to take the necessary material from?
Response: No.
5. Please identify approved spoil disposal locations and clarify whether excess excavated material may remain within park property or must be disposed of offsite.
Response: There are no spoil disposal locations within park for this project. Excavated material must be disposed of offsite.
6. Please confirm the maximum continuous roadway closure duration anticipated for the project.
Response: Per Subsection 156.03 of the SCRs, full roadway closures on Cunard River
Access Road are allowed from October 31 to March 24.

7. The Specs call for a continuous unjointed smooth wall plastic pipe – the two pipe runs 35’ and 37’ exceed the standard lengths of traditional plastic pipes. Please let us know if splicing is acceptable and what splicing methods should be used.
Response: All 24-inch polyethylene pipes must meet the FP-24 Subsection 708.01(a) material requirements. All 24-inch polyethylene pipe joints shall be mechanically butt-fused using hydraulic or manual joining equipment in strict accordance with ASTM F2620.
Fusion technicians must be qualified by either certification or experience and use calibrated machinery capable of accurately controlling heater plate temperature (400°F to
450°F), interfacial pressure, and cooling times during joining operations. Hydraulic pressure calculations shall explicitly account for system drag pressure and pipe dimensions to guarantee proper joint consolidation. Every completed joint shall exhibit a continuous, uniform double-rollback bead around the entire pipe circumference to form a fully monolithic, watertight connection which the CO must inspect.
8. Based on ADD #1 answer to question #4, please clarify/confirm that the soldier piles AND the anchor detail through the soldier piles are to be based on the Contractors design?
Response: The Contractor will provide the design for the ground anchor system only, as specified on sheet R11, Note 1. Any alteration to the soldier pile wall from the contract plans due to construction means and methods must be redesigned by the contractor for
Government’s review and approval.
9. Are all other components of the soldier pile wall also to be based on the Contractors’ design?
Response: See response to question 8.
10. Please clarify the species of wood that is to be used for the 3” pressure-treated wood lagging is Southern yellow pine?
Response: Provide pressure treated wood lagging conforming to AWPA U1 Category
UC4C, FP-24, and the SCR. Southern yellow pine can be an acceptable material that meets all criteria.
11. Please clarify that the reinforcing steel in the precast concrete lagging is bare and not epoxy-coated?
Response: Provide bare reinforcing steel conforming to AASHTO M31, FP-24, and the
SCRs.

12. Sheet R06 dimensions the drilled shaft as 27'-0" (min.) below Elevation B, but Sections A-A and B-B on R09 and the plan views on R03–R05 show a 30-inch drilled hole with flowable backfill around each pile within the 19-ft lagging zone above Elevation B. Please clarify whether a 30-inch hole is required above Elevation B at all 49 piles, and if so, which pay item covers it —
Line Items A0740 and A0760 cover only the 27 ft below Elevation B, and the 120 LNFT in
A0720 corresponds to the six flowable backfill drilled shafts detailed beyond Piles 1 and 49.
Response: A 30-inch drilled hole is required to set the soldier piles to the depths shown on the contract plans. Pay Items A0740 and A0760 cover only the permanent structural drilled shafts located below Elevation B. For the 19-foot zone above Elevation B, all pre-boring, temporary backfill placement, and subsequent backfill removal during excavation are required to execute the work as detailed, but no separate pay item is provided. In accordance with Section 109.05 of FP-24, this work is a subsidiary obligation of the
Contractor, and no separate measurement or direct payment will be made. Bidders must include these costs indirectly under other pay items listed in the bid schedule.
13. Additionally, it appears the rock drilling quantity is off. Rock appears to be encountered at least in the final 27 feet of each drilled shaft. 27x49=1,323. The bid item is for only for 505 feet.
Response: The 505 LNFT quantity for Pay Item A0740 "DRILLED SHAFT, 30-INCH
DIAMETER (ROCK EMBEDMENT)" is based on estimated rock drilling quantities considering the available Soils and Foundation Report data and our interpretations. As stated in Section 8 of the report, these interpretations are not intended as a substitute for the personal investigation, independent interpretation, and judgment of the Contractor.
Final payment will be based on the actual field-measured linear feet of soil and rock encountered during drilling in accordance with FP-24.
14. We are planning on providing engineering and design for the tie-back anchors as requested per sub-section 206.04. Are we required to have engineer oversite on location during the drilling and installation of permanent ground anchors as stated in sub section 206.03?
Response: Yes, Contractor needs to follow all specifications within FP-24 and SCR.
15. For the paved water way, can they do that in one lift or are 2 lifts going to be required?
Response: Install paved waterways in 1-lift, as shown in the detail E608-05.
