About this file

This document is Amendment No. 0001 to Solicitation 693C73-26-B-000016 for the Federal Highway Administration's Eastern Federal Lands Highway Division, issued with an effective date of July 23, 2026. The amendment pertains to Project WV NP NERI 107(3) at New River Gorge National Park and Preserve.

The amendment serves two primary purposes: (1) providing a summary of responses to questions and clarifications submitted by interested bidders, and (2) rescheduling the bid opening date to Tuesday, August 4, 2026 at 2:00 p.m. EDT. The government addressed four substantive bidder inquiries regarding asphalt mix design specifications (clarifying that a PG64-22 binder should be used instead of PG58, with both ¾" and ½" superpave mixes required), bridge load restrictions on access routes (directing contractors to reference contract subsections and verify bridge locations to determine compliance requirements), nighttime work operations (confirming that per Subsection 156.07 of the Special Contract Requirements, nighttime operations are not permitted), and permanent ground anchor installation details (requiring contractors to provide final design and details in accordance with their selected installation method). Bidders must acknowledge receipt of this amendment by completing the form and returning it, or by separate letter or electronic communication that references the solicitation and amendment numbers, prior to the specified bid opening date and time.

Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The

Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Asphalt Mix Design: The contract specifications appear to require an asphalt mix utilizing a

PG 58 binder. Our asphalt supplier has advised that this mix is not part of their standard production and would require dedicating their plant exclusively to this mix for approximately three days. Please confirm whether the specified asphalt mix may be substituted with one of the following WVDOH-approved mixes:

• Marshall Mix Base II and Marshall Wearing I, or

• Superpave 25 mm, 19 mm, 12.5 mm, or 9.5 mm.

The proposed alternative mixes are WVDOH-approved and contain reclaimed asphalt pavement

(RAP). Please advise whether any of these alternatives are acceptable or provide an approved equivalent. For reference, we have attached the asphalt mix design information provided by our supplier.

Response: A PG64-22 binder should be utilized in lieu of a PG58 binder, and it appears commonly available for plants in the area based on WVDOH specs. Per the advertised plans, both a ¾” (19mm) and ½” (12.5mm) superpave mix are required. The advertised plans also call for a Section 403 pay item. We don’t have additional concerns or extra restrictions about the RAP content as long as the mix used is WVDOH approved.

2. Bridge Load Restriction: Our supplier has noted that the primary access route to the project includes a bridge posted with a 20-ton weight limit. Please confirm whether this restriction applies to construction traffic and advise whether an alternative approved haul route is available for material deliveries.

Response: Please see Subsections 104.08 and 104.09 of the Special Contract Requirements

(SCRs) and FP-24. Verify the location of the posted bridge that has the 20-ton weight limit.

If the structure is on a National Park Service (NPS) owned road, please provide the bridge’s location so we can provide the bridge inspection report. Ensure vehicle loads comply with the inventory loading requirements identified in the bridge inspection report.

Loading up to the operating limit may be permitted on a case-by-case basis.

If the structure is on a public road outside the NPS system, follow the rules and compliance requirements set by the roadway owner.

If the load restriction requirements cannot be met, provide an alternative hauling route.

3. We have been informed that previous paving operations at this facility were performed during nighttime hours because bus traffic could not be interrupted during the day. Please confirm whether similar traffic restrictions will apply to this project and advise whether asphalt paving will be required during nighttime hours or within specific traffic control windows. Please provide clarification at your earliest convenience so we can finalize material procurement and coordinate the paving schedule without impacting the project timeline.

Response: Per Subsection 156.07 of the SCRs, nighttime operations are not permitted.

4. Bridge Plan Sheet 11 of 12 specifies a minimum 6.5-inch drilled hole diameter and a 7.625-inch OD × 6.625-inch ID sleeve through the HP 16×88 pile. The 0.125-inch clearance between the drilled hole and the sleeve is insufficient to accommodate normal drilling tolerances and the temporary casing required where anchors originate in soil. Please clarify the design intent and provide a revised detail or dimensions that allow for a constructible installation.

Response: The Contractor must provide a final design and details of the H-Pile and Sleeve

Pipe in accordance with the Contractor’s selected Permanent Ground Anchor Installation

Method.
