About this file

This is an Excel-based IDIQ Offer Sheet for a West Virginia and Western Virginia Construction Multiple Award contract. The document provides detailed instructions for offerors to complete a comprehensive bid package, including requirements for pricing data, cost breakdowns, self-performance percentages, and subcontractor quote documentation. Key instructions include obtaining 2+ quotes for specific trades (HVAC, Electrical, Plumbing), demonstrating 15% self-performance of contract costs, and completing various tabs covering general requirements, cost of work, and pricing details across multiple construction divisions.

The offer sheet includes extensive pricing and markup guidance, with specific requirements for documenting direct costs, subcontractor quotes, overhead, profit, and bond/insurance expenses. Offerors must break down costs by construction divisions ranging from facility construction (Divisions 01-14) to facility services (Divisions 21-27) and site infrastructure (Divisions 31-33). The document aligns with the related federal contract opportunity for a Multiple Award IDIQ contract with a $20 million maximum ordering limitation, targeting repair and alteration construction services with design-build capabilities in West Virginia and western Virginia.
