West Virginia and Western VA IDIQ Multiple Award Term Contracts

Solicitation Number: 47PD1025R0028

Questions and Answers:

Q1. Are IDIQ contract awardees required to submit a proposal for every task order RFP?

A1. No, IDIQ contract awardees are not required to submit a proposal for every task order RFP.

The decision to submit a proposal for a task order RFP is a business decision to be made by each awardee.

Q2. Is attendance at the Pre-Proposal Conference mandatory?

Q2. No, attendance at the Pre-Proposal Conference is not mandatory.

Q3. Factor 2 paragraph C states: The Offeror must submit a PBS Past Performance

Questionnaire (PPQ) (included in the solicitation as Attachment 1); however, the PPQ is

Attachment 2. If CPARS exists for a relevant project, may that be submitted in lieu of a PPQ?

A3. The Past Performance Questionnaire (PPQ) is Attachment 2. If you have a similar

Questionnaire submitted for another project, you can use that. But CPARS does not contain all the required info and cannot be used in lieu of the Past Performance Questionnaire.

Q4. In section II.C.(1) of the Solicitation, it states, "The Price Proposal shall consist of the SF

1442 and the Agreement...". Is it expected that Offerors shall include the entire Agreement document in their Price Proposal?

A4. The pricing proposal, which must be separate from the technical proposal, must contain the following information:

● Signed Standard Form 1442 with all amendments acknowledged

● Completed and signed offer sheet for the Sample project

● Evidence of Bonding Capacity

● GSA Form C301, Representations and Certifications

● GSA Form 527, Contractor’s Qualifications and Financial Information

● If applicable, Joint-Venture Agreement and any Mentor-Protégé

Agreements

● The information required under FAR 52.215-1(c)(2)

Q5. I believe we have noticed some discrepancies between the project summary and the plans/specs. Would you please clarify the below?

B. Project Summary Description: The works includes but is not limited to: abatement of lead paint and asbestos materials, concrete patching, selective demolition, masonry and stone cleaning, repairs and re-pointing, unit masonry work, flashing, joint sealants, an overhead rolling door, painting and electrical work.

I only see one drawing that pertains to Electrical Drawing E-101 but everything on the page has been crossed out in red. Based on this unless there are missing drawings I do not believe there is any electrical work to be done.

Also, the Specification and Project Summary references Overhead Door. Looking at the drawings I do not see any work on overhead doors. Drawings A501 and E-101 show overhead doors but they are crossed out in red. Additionally, I do not see any interior drawings, all the drawing are for the exterior facade, however the Specification reference interior painting.

A5. The judges' garage portion of the project was completed under a previous contract. Please exclude the electrical drawings.

These electrical drawings were specifically for the judge's garage door, which has already been installed under a separate contract.

Interior garage painting was necessary for aesthetic reasons. It's unclear if window replacement will necessitate interior modifications and painting. Spec 020900 Part 3 G - For exterior demolition and paint disturbance at windows, an airtight polyethylene barrier shall be placed over the interior side of window openings and wall penetrations, mechanical systems intakes and outlets, etc.

Q6. The SF1442 states that an Offer Guarantee is required. Is this for the sample project? If so, can you please provide the magnitude of the sample project? If the Offer Guarantee is for the overall IDIQ, can you please advise what amount the bid bond should be for?

A6. A Bid bond, as well as Performance and Payment bonds, are NOT required for the Sample project or the IDIQ contract.

However, a bid bond is required for each individual task order. A bid bond in the amount of

20% of the proposed price must be submitted along with the actual bid.

Once a task order is awarded, Performance and Payment bonds must be received by the contracting office within 10 days. Upon approval, Notice to Proceed (NTP) will be issued on or about two weeks after award.

Q7. Is there a specific price sheet for the sample project? If not, where should the price for the sample project be entered?

A7. There is an Offer Sheet for the Sample project included with the solicitation documents.

This sheet needs to be completed in its entirety for the Sample project and submitted with your price proposal.

Please note that the Offer sheet may vary for other task orders.

Q8. In reference to the "WV+IDIQ+Offer+Sheet":

Is this workbook to be used for the IDIQ contract rates or the sample project? The format doesn't seem to be relevant to overall IDIQ costs, but I want to confirm rather than assume.

A8. The Offer Sheet is to be used for the Sample project.

Q9. The "Instructions" tab on the workbook show, "e. For this requirement the offeror shall submit 2 or more quotes for the following trades/divisions; HVAC (Division 23), Electrical

(Division 25), and Plumbing (Division 22)." Only Division 26 (Electrical) is shown on the sample project specifications. Can you advise if e. is not applicable to this?

A9. The electrical specifications cover the garage overhead door, the judges' door, and other associated operating equipment. That portion of the project has been removed, as it was completed in a separate contract.

Q10. Can you advise if sub quotes are to be included as listed on the "Instructions" tab, "g. All quotes supporting the offeror’s price shall be submitted with the offeror’s proposal on the date and time specified in the solicitation."

A10. Yes, please.

Q11. Can you please confirm if the "Certificate of Cost & Price" tab is to be completed/returned with the proposal?

A11. Offerors are NOT required to submit a Certificate of Cost & Price with their proposal.

A12. The liquidated damages for the Sample project are $251 per calendar day.
