About this file

This document is an Amendment (Amendment 002) to a GSA solicitation for West Virginia and Western VA Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Term Contracts. The solicitation is a total small business set-aside for construction services, with a sample project located in Martinsburg, WV. Key details include a proposal closing date of 10/03/2025 at 2:00 PM Philadelphia local time, and the amendment incorporates answers to potential offerors' questions covering topics such as project scope, past performance requirements, bonding, and proposal submission guidelines.

Notable clarifications from the Q&A include: no interior painting or window replacement is part of this project, only elastomeric coatings are required, projects in West Virginia or select Virginia counties will be considered more relevant, and construction projects between $250,000 and $4 million are preferred. Contractors must submit Past Performance Questionnaires (PPQs), with CPARS evaluations accepted only if original project team members are unavailable. Bid bonds are not required for the IDIQ contract but will be needed for individual task orders, with performance and payment bonds required within 10 days of task order award.

Amendment 002

All other terms and condition remain unchanged.

West Virginia and Western VA IDIQ Multiple Award Term Contracts Solicitation Number: 47PD1025R0028

Questions and Answers for Amendment 002:

Q1: New Question - Attached above are Drawings A-401, A-501, & E-101. It has been confirmed that E-101 is not in the contract because the judges' garage portion of the project was completed under a previous contract. Please refer to Drawing A-401 this drawing pertains only to the judges’ garage portion of the project which would make this drawing null and void also for this contract. - Drawing A-401 pertains to the judges

Additionally, on Drawing A401 - WORK NOTES – Items 2 it states “Provide temporary shoring and remove steel over existing opening. See Detail 5/A501.” On Drawing A501 there is elevation 5/A401 - MASONRY WALL TEMPORARY SHORING DETAIL which pertains to the judge’s garage door already installed. We have not been able to locate any other notes or details on the drawings that show requiring shoring. Please confirm if that is correct. If not let us know where shoring will be required.

A1: Correct.

Q2: Answer 5. As part of the answer to Question 5 it states - Interior garage painting was necessary for aesthetic reasons. It's unclear if window replacement will necessitate interior modifications and painting.

New Question - We do not see any interior drawing that pertains to interior painting or window replacement nor is there a specification for new windows.

A2: There is no interior painting or window replacement as part of this project. Disregard, "It's unclear if window replacement will necessitate interior modifications and painting."

Q3: Does this mean it was already completed by a previous contract or is part of this contract. If it is part of this contract, please provide interior drawings showing what is required to be painted and the type of windows required and where they are located to be installed.

Also, we do not see anywhere on the contract documents what exterior painting is required, even though exterior painting is referenced in the specifications. However, we do see where elastomeric coating is required on the drawings.

A3: N/A. Only elastomeric coatings required per project.

Q4: Pg. 3 of the Solicitation and Pg. 37 of the Agreement document reference 8(a) participants. Is the solicitation limited to 8(a) or open to all small businesses?

A4: This contract is a total small business set-aside.

Q5: Specification 01 21 00 3.2 Schedule of Allowance Items lists 2 allowances with quantities. Are these allowances to be included? How is the contractor expected to include these allowances in their proposal and show them on the offer sheet?

A5: Bid to include allowances as individual line items and as specified in 012700 3.1.

Q6: Specification 01 27 00 3.1 list unit prices that appear to be the same as the allowances in the previous question. Are these prices to be unit costs or allowances? How is the contractor expected to include these items in their proposal and show them on the offer sheet?

A6: Bid to include allowances as individual line items and as specified in 012700 3.1.

Q7: Specification 01 30 00 includes requirements to use GSA’s electronic project management system. Is there a cost to the contractor associated with using this system? Can that cost be provided?

A7: No direct costs to contractor to use project management system.

Q8: Specification 01 32 20 includes requirements for a professional photographer.

a. Is a commercial photographer required, or would photos taken by on-site personnel be acceptable?

b. If a commercial photographer is required, where is that cost to be shown on the offer sheet? There is no line item for photography in the general requirements or cost of work tab.

A8: On-site personnel is acceptable. A commercial photographer is not required.

Q9: There is a specification included for overhead coiling doors. However, all information showing this work in the drawings appears to be crossed out. Please confirm no overhead coiling doors are included in the scope of this project.

A9: The Overhead Door project has been completed and removed from the scope.

Q10: Drawing E101 has been crossed out. Please confirm no electrical work is anticipated for this project.

A10: The Electrical work has been completed and removed from the scope.

Q11: What are the badging and access requirements for this project? Is there any cost to the contractor associated with badging?

A11: Contractors will have a background investigation conducted as required by 5 CFR 731.

The GSA COR will work with awardees to determine the level of clearance necessary. No direct costs are associated with badging.

Q12: The sample project documents included are dated 2018. Existing conditions have likely changed since 2018.

a. Is the sample project intended to be awarded or is it only being used to evaluate IDIQ bidders?

b. Is the intent for the contractor to bid based on current existing conditions or bid based on conditions shown on the drawings?

A12: It is the Government’s intention to award the sample project. The price proposal is to be in accordance with the solicitation documents, including the provided drawings and specifications for the sample project.

Q13: Page 14 of the solicitation states

The following items will be included in the page count of the technical proposal:

- The management plan (including resumes)

- Title pages/Tab pages

- Index Pages

- Introduction Letters/Introduction Statements

- Descriptions of prior experience projects

Question: Normally resumes, title pages, and indexes are excluded from page limitation, can you please confirm that these elements will be counter against the page limit? Are offerors required to include indexes and/or cover pages?

A13: As stated in the solicitation, the 20 page limit includes:

- The management plan (including resumes)

- Title pages/Tab pages

- Index Pages

- Introduction Letters/Introduction Statements

- Descriptions of prior experience projects

NOTE: The PBS Past Performance Questionnaire (PPQ), performance recognition documents such as awards, Customer letters of commendation and any other performance recognition, as well as evidence of bonding capacity are excluded from the page limitation.

Offerors are not required to include indexes and/or cover pages.

Q14: Page 14 PPQs -

Question: Are PPQs to be included in the technical volume? Seems as though the government will accept the PPQ if they are submitted as part of technical volume or if they are submitted directly by the offeror’s reference.

A14: If the offeror has the PPQ’s, they shall submit them with their technical proposal. The

PPQ’s may also be submitted directly to GSA by the offeror’s reference.

Q15: Page 32 Non-Price Factors: (1) Prior Experience on Relevant Projects - This factor will measure the number of opportunities the offeror has had to learn by doing. The Government will examine the breadth, depth and relevance of the offeror’s prior experience in performing projects similar in size, scope and complexity to those described in the solicitation.

Question: How will the government “measure the number of opportunities the offeror has had to learn by doing” if the offeror is limited to 4 prior experience projects?

A15: The Government will be able to review the offerors’ proposals with up to 4 projects and determine the level of past experience a contractor has in regards to the dollar value of the projects, the scope of the projects, if the projects were in occupied space, and if the projects may have been on governmental (federal, state, or local) or private sector contracts. The offeror should review their project portfolio and make a business decision to pick up to 4 projects that are the most similar in size, scope and complexity to those described in the solicitation. Please remember that the projects must have been performed within the past six (6) years or reached the stage of substantial completion, or if submitting information for current projects, the project must be at least 50% complete by the time of the closing date of this solicitation.

Q16: Is there an onsite contact we can reach out to and set up a time to walk the sample project in Martinsburg, WV?

A16: Yes, the Building Manager's name is Raymond Riner and his email address is raymond.riner@gsa.gov . Raymond’s phone number is (304) 433-6305.

Q17: Please confirm if a bid bond is required for sample project. If yes, please confirm if it is to be submitted with Price Proposal.

A17: A Bid bond, as well as Performance and Payment bonds, are NOT required for the Sample project or the IDIQ contract.

However, a bid bond is required for each individual task order. A bid bond in the amount of

20% of the proposed price must be submitted along with the actual bid.

Once a task order is awarded, Performance and Payment bonds must be received by the contracting office within 10 days. Upon approval, Notice to Proceed (NTP) will be issued on or about two weeks after award.

Q18: May we please submit previously completed PPQs?

A18: If you have a similar Questionnaire submitted for another project, you can use that. But

CPARS does not contain all the required info and cannot be used in lieu of the Past Performance

Questionnaire. However, if you can't get in touch with any of the Gov. project team members, then submit the CPARS evaluation, explain that the Gov. team members are no longer with the agency and that you are submitting the CPARS instead. The CPARS evaluation will be less relevant than the PPQ.

Q19: If a project meets most of the given relevant characteristics, but it was not performed in

Western VA or West Virginia, would it be more relevant to be performed in Eastern VA? Are there any points given for the project being performed in VA? Or would it score the same as a project performed in DC or MD?

A19: Projects performed in West Virginia or in the list of select counties in Virginia will be considered more relevant than Projects performed in other locations. Eastern VA, DC and MD are all considered “other” locations and are less relevant than West Virginia and Western VA.

Q20: Would a project over $4M not be considered relevant?

A20: Construction projects between $250,000 and $4 million will be considered more relevant than projects over $4 million or under $250,000.

mailto:raymond.riner@gsa.gov

Q21: Will overall project experience be considered not relevant if it does not feature projects from West Virginia or Western VA?

A21: Projects performed in West Virginia or in the list of select counties in Virginia will be considered more relevant than Projects performed in other locations.

Q22: We’re running into issues with our PPQs, lots of GSA personnel and federal personnel in general were let go during the DOGE force reductions. How can we bridge that gap on past projects that don’t have any current employees? In the past we were able to submit CPARS reports for projects instead of PPQs, please advise.

A22: Understood. However, the information provided in CPARS is usually not very descriptive. If you can't get in touch with any of the project team members, then submit the

CPARS evaluation, explain that the Gov. team members are no longer with the agency and that you are submitting the CPARS instead. The CPARS evaluation will be less relevant than the

PPQ.

Q23: Can we get former government employees to perform a PPQ eval? We’re still in contact with some of the former project managers but they’re private citizens now.

A23: Sure, they can complete the PPQ.
