About this file
This technical specifications document is prepared by the West Virginia Department of Natural Resources for water system improvements at Holley River State Park in Webster County, West Virginia. The project encompasses construction of approximately 616 linear feet of 6-inch ductile iron pipe (DIP) Class 52, 5,184 linear feet of 4-inch DIP Class 350, 7,720 linear feet of 4-inch polyvinyl chloride (PVC) C900 DR14, and 2,420 linear feet of 2-inch PVC Class 315 pipe, along with one new master meter, one new service connection, twenty-eight service reconnections, gate valves, miscellaneous surface restoration, and associated appurtenances. The specifications detail comprehensive technical requirements across all construction phases including site preparation, piping installation, testing, disinfection, and restoration work to be completed as a complete, in-place, fully operational installation.
The specifications establish detailed performance and material standards including compaction testing requirements (minimum one test per 1,000 linear feet of pipe), pressure testing at 100 psi above normal operating pressure with allowable leakage rates defined by pipe size and diameter, mandatory disinfection per ANSI/AWWA C-651 standards, and complete pipeline cleaning prior to service. Contractor responsibilities include maintaining existing water service to customers throughout construction, providing all erosion and sediment control measures in compliance with West Virginia Department of Environmental Protection standards, restoring all disturbed surfaces within one week or every 400 linear feet of pipe installation, and guaranteeing backfill settlement repairs for one year following completion. The contractor must provide performance and payment bonds, maintain comprehensive insurance coverage, obtain all necessary permits and easements, and submit detailed schedules, shop drawings, and operation and maintenance manuals prior to project closeout and final payment authorization.

The Engineer will contact appropriate authorities to determine the disposition thereof.
2. When directed by the Engineer, the Contractor shall excavate the site in such a manner as to preserve the artifacts encountered and shall remove them for delivery to the custody of the proper state authorities. Such excavation will be considered as an extra amount of work, and shall be paid for with a Change Order.

SECTION 01565 - 5
2.3 TEMPORARY SEDIMENT TRAPS
A. Definition
1. A temporary basin formed by excavation and/or embankment to intercept sediment-laden runoff to trap or retain sediment prior to re-entering the waterway.
B. Purpose
1. To intercept sediment runoff and trap the sediment in order to protect drainage ways, properties and rights-of-ways from sedimentation.
C. Construction Specifications.
1. Size of temporary sedimentation basin must be by calculation and submittal by the Owner to the Department of Environmental Protection.
2. Area under embankment shall be cleared, grubbed, and stripped of any vegetation and root mat. The pool area shall be cleared.
3. The fill material for the embankment shall be free of roots or other woody vegetation as well as oversized stones, rocks, organic material or other objectionable material. The embankment shall be compacted by traversing with equipment while it is being constructed.
4. Sediment shall be removed and trap restored to its original dimensions when the sediment has accumulated to ½ wet volume of the trap.
Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode.
5. The structure shall be inspected at least once every seven (7) calendar days and within 24 hours of any storm event of 0.5 inches or greater of rain per 24-hour period. See attached example inspection form.
6. Construction operations shall be carried out in such a manner that erosion and water pollution are minimized.
7. The structure shall be removed and area stabilized when the remaining drainage area has been properly stabilized.
8. All cut and fill slopes shall be 2:1 or flatter.
9. All pipe joints shall be watertight.
SECTION 01565 - 6
10. Fill material around the pipe spillway shall be hand compacted in 4-inch layers. A minimum of two feet of hand compacted backfill shall be placed over the pipe spillway before crossing it with construction equipment.
11. Outlet crest elevation shall be, at least, below the top of the embankment, except for pipe or stone outlets. This shall be at least 1.5 feet for pipe outlets and 1 ft. for stone outlets.
12. The crushed stone used in the outlet shall meet AASHTO designation M43, Size No. 2 or 24, or it’s equivalent. Gravel meeting the above gradation may be used if crushed stone is not available. Crusher run is not acceptable.
13. Sediment traps and basins must be capable of safely passing the peak discharge from a 25 year, 24-hour storm event with one foot of freeboard after settling.
2.4 PIPE LAYING ALONG STREAM
A. Special precautions against soil erosion must be taken when laying pipelines along stream. These are listed below:
1. Where the stream bank has been disturbed and is not to be protected with rock fill, a nylon blanket netting as manufactured by North American Green, Inc., P-300 or equal, shall be installed from the bottom of the stream to the high water mark to hold the mulch in place.
2. Mulch and netting shall be installed within twenty-four (24) hours of completion of the pipe installation on that section of the stream.
3. All grading should be limited to the minimum necessary to install the crossing.
4. Grading of the approaches shall be done by backblading or other similar methods so as to keep both soil and equipment out of the stream.
5. Cofferdam or other approved diversionary technique included in the construction drawings or specifications should be used wherever possible to divert flow to one part of the stream while construction work is being performed on another part.
6. All sediment-laden water pumped from ditch lines and cofferdams should be filtered and discharged to a stable area.
7. Equipment shall not enter a stream unnecessarily. Most work can be done from the bank or inside the cofferdam area.
SECTION 01565 - 7
8. Spoil shall be stored and/or disposed of outside the limits of normal high water and in such a way that it will not re-enter the stream.
9. Green concrete is toxic to aquatic life and should be kept out of contact with the flowing stream for seventy-two (72) hours. Cofferdams must be used if green concrete is to be placed in the stream.
10. Surface water runoff should be diverted away from approaches.
11. Approaches shall be reshaped, fertilized, limed, seeded and mulched immediately upon completion of construction activities and/or otherwise adequately stabilized.
12. Material for backfilling the ditch in the stream shall be able to withstand normal stream flows without excessive erosion.
13. Where the Contractor intends to continuously cross a steam, creek, or river with equipment and vehicular traffic, the streambed shall be protected as required by the WV Department of Environmental Protection. The Contractor shall submit to the Owner a plan for temporary stream crossing, which would be subject to WV DEP approval.
2.5 COFFERDAMS
A. Cofferdams are structures to enclose and divert flow around a portion of a stream so the enclosed area can be dewatered. Their primary functions are to make in stream construction work easier while minimizing pollution from the construction work. They can be constructed with sand bags, concrete traffic barriers, or other non-erodible materials.
