About this file

This is a Worker Protection and Investment Certification Form issued by the Commonwealth of Pennsylvania requiring compliance with state labor and workforce safety laws. The form applies to all contractors and grantees engaged with Pennsylvania state agencies, including the Pennsylvania Game Commission, which is soliciting bids for construction of two pole buildings at a crew headquarters facility. The project includes a 40' x 100' pole building designated for office space and tool storage with metal siding, roof panels, concrete floor, insulation, interior finishes, doors, and windows, and a 50' x 80' pole building for equipment storage with similar construction specifications. Separate bids are required for four contract categories: General, Mechanical, Plumbing, and Electrical work. Bids will be opened electronically on Thursday, April 30, 2026 at 2:00 PM at the Division of Contracts and Procurement in Harrisburg, Pennsylvania. Technical questions should be directed to Zachary Whitenight of the PGC Engineering Division at 717-787-4250 Ext. 73628 or zwhitenigh@pa.gov. All quantities listed in the project are estimated.

Contractors and grantees must certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and applicable state labor and workforce safety laws including the Construction Workplace Misclassification Act, Child Labor Act, Minimum Wage Act, Prevailing Wage Act, Equal Pay Law, and multiple additional statutes governing employment practices. Authorized officials must execute the certification under penalty of perjury under 18 Pa. C.S. § 4904, and any false certification subjects the contractor to contract termination and three-year ineligibility to bid on Commonwealth contracts under 62 Pa. C.S. § 531. Contractors must immediately report any change in compliance status to the purchasing agency. Bid amounts must be submitted in dollars and cents with no fractions of a cent accepted.
