About this file
This is a technical specification document for piping insulation renewal work on the US Coast Guard Cutter DILIGENCE.
The specification covers renewal of potable water (chilled water) piping insulation operating in a temperature range of 35–90°F. The contractor must remove all existing insulation material from designated pipe surfaces, including associated hangers, valves, fittings, flanges, brackets, and bulkhead penetrations. All removed materials must be disposed of in accordance with federal, state, and local regulations. The contractor is responsible for furnishing and installing all protective measures for vessel components, spaces, and equipment, and must handle all known interferences including overhead panels, wireways, bulkheads, and machinery. Surface preparation requires cleaning all exposed pipe and component surfaces with a soft bristle brush and mild detergent solution to remove visible contaminants. New insulation installation must use pre-formed anti-sweat elastomeric foam (non-halogen only) in accordance with MIL-PRF-32514 and ASTM C534 specifications. Installation must follow ASTM F683-14 Tables S1.1, S1.2, S1.4, and S1.5 for material and thickness specifications, with installation details per NAVSEA Drawing 804-5959214. The contractor is encouraged to maximize insulation thickness designated for non-air conditioned spaces to minimize condensation and mold. Glass cloth lagging is required only in high traffic areas subject to damage. Upon completion, newly installed insulation must be painted in accordance with SFLC Standard Specification 6310 using the system specified for insulation surfaces. The contractor must conduct operational testing in the presence of a Coast Guard Inspector to demonstrate all disturbed or installed items are in satisfactory operating condition and submit a Completion of Functional Requirements (CFR) report.

WORK ITEM 1: Piping Insulation, Renew
1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to renew piping insulation in designated location(s) aboard US Coast Guard Cutter DILIGENCE. Insulation to be renewed is for system indicated below and in designated location(s), as designated on Table 1 in the SOW.
SHIP SYSTEM PIPING APPLICATION TEMP. RANGE (F) *
Potable Water (chill water) 35 – 90 F
* Temp. Range is typical system fluid temperature range.
1.2 Government-furnished property.
None.
2. REFERENCES
COAST GUARD DRAWINGS
Applicable Coast Guard Drawings will be provided to the Contractor upon request for the specific repairs to be completed.

3. REQUIREMENTS
3.1 General.
3.1.1 CIR.
None.
3.1.2 Tech Rep.
Not applicable.
3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).
3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following:
• Overhead panels.
• Wireways.
• Bulkheads.
• Machinery.
3.2 Renewal. The Contractor must renew piping insulation designated by table 1 and use provided Coast Guard Drawing(s) as guidance.
NOTE
Although pipe lengths, routes, and sizes are detailed in the specified drawings, the as-built configuration may vary slightly in routes, lengths, and sizes.
3.2.1 Removal. Remove all existing insulation material over the designated pipe surfaces, including associated pipe hangers, valves, fittings, and flanges. Dispose of all removed materials in accordance with all applicable Federal, state, and local regulations.
NOTE – FOR CHILL WATER PIPING:
Other surfaces/fittings affected include: brackets, bulkhead penetrations, flat work, and all other protrusions or fixtures that will condense due to relative humidity from surrounding atmosphere.
3.2.2 Surface preparation. Clean all exposed pipe and pipe component surfaces, with a soft bristle brush and a mild detergent solution, to remove all visible surface contaminants.
3.2.3 Insulation types used. Insulation material type(s) will be designated by the Coast Guard from “Table 2 – Insulation Materials” below according to the ship system(s)

Pre-formed Anti-Sweat Elastomeric Foam (Non-Halogen Only)
MIL-PRF-32514,
ASTM C534
* Temp. Range is typical system fluid temperature range.
**See Paragraph 4.2 for list of superceded material specifications
3.2.4 New insulation installation. Install new insulation and lagging materials and thicknesses for the application and temperature ranges as specified in ASTM F683-14 Tables S1.1, S1.2, S1.4, and S1.5 subject to the restrictions in paragraph 3.2.3. Install new insulation on the exposed pipe surfaces, including associated pipe hangers, valves, fittings, and flanges, in accordance with details in NAVSEA Drawing 804-5959214.
NOTES
1. In order to minimize the occurrence of condensation and mold, the Contractor is encouraged to maximize use of insulation thickness designated for “Non-air conditioned spaces” as much as practicable.
2. Glass cloth lagging is required only in high traffic areas where insulation is subject to damage.
3.2.5 Preservation. The Contractor must paint the newly installed insulation system, in accordance with SFLC Std Spec 6310, using the system specified for “Insulation Surfaces, Fiberglass Sheet/Closed Cell PVC Foam” in Appendix B (Cutter and Boat Interior Paint Systems).
NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.3 Operational test, post repairs. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition. Submit a CFR.
4. NOTES
4.1 Reference version. While ASTM F683 was revised in 2021, ASTM F683-14 is referenced in this work item to define materials and installation for piping and machinery insulation. This aligns with current Coast Guard technical standards, which require continued use of the Supplemental Appendix for Ships of the US Navy found at the end of ASTM F683-14.
4.2 Superceded specifications. A number of material specifications listed in ASTM F683-14 have been updated and/or superseded. These are listed below in Table 4-1 with the original specifications, current specification, and material.
