Summary of SOW for USCGC RESOLUTE Insulation Renewal

This is a Statement of Work (SOW) for the removal and renewal of degraded piping and compartment insulation aboard the USCGC RESOLUTE, a Coast Guard vessel stationed at 1301 Beach Dr SE, St. Petersburg, FL 33701. The contractor must remove approximately 250 linear feet of anti-sweat piping insulation and approximately 250 square feet of bulkhead and overhead insulation across multiple compartments including berthing spaces, passageways, and machinery spaces. Specific insulation locations are detailed in two tables: Table 1 identifies piping insulation requirements by compartment, diameter, and system type (primarily chilled water systems ranging from 6 to 60 linear feet per location), while Table 2 specifies bulkhead and overhead insulation areas ranging from 20 to 110 square feet per location. The contractor is responsible for all cleanup and disposal of insulation debris and must comply with all applicable Coast Guard specifications and standards, including SFLC TS 635 for proper coating to prevent sweating, mold/mildew sanitization procedures per the Manual of Naval Preventative Medicine, and ASTM standards for thermal insulation selection and application.

The period of performance is May 25, 2026 through June 5, 2026, with work conducted Monday through Friday between 8:00 a.m. and 8:00 p.m. unless otherwise approved. The government will furnish potable water and single-phase 120-volt electricity; the contractor must furnish all other materials, tools, and equipment. All contractor personnel must possess a valid state-issued REAL ID-compliant driver's license or acceptable DHS-approved identification to gain base access. A site visit is strongly encouraged and must be scheduled with the point of contact, LT Logan Sullivan, at (209) 662-4230 or Logan.K.Sullivan@uscg.mil prior to May 1, 2026. The procurement is processed under FAR Part 12 as a small business set-aside with NAICS code 336611 and a size standard of 1,300 employees, with award on a firm-fixed-price basis using simplified acquisition procedures.
