About this file

This is a sole source justification letter from Amano McGann, Inc. to the City of Orlando's Parking Division regarding the procurement of parking system merchant services. The City of Orlando seeks to establish merchant services compatible with the Amano McGann Pro+ parking access and revenue control system currently deployed across eight city parking facilities—Jefferson Garage, Central Garage, Courthouse Garage, Admin Garage, 55West Garage, Library Garage, Washington Garage, and Geico Garage—with installations spanning from February 2020 through October 2022. The primary deliverable is the Windcave Payment Gateway and Merchant Services, which functions as the embedded credit card gateway solution integrated within the Amano McGann Pro+ system. The solicitation (S26-0063) was posted on March 3, 2026, with a response deadline of March 10, 2026, at 5:00 p.m. ET. A seven-calendar-day challenge period allows alternative suppliers to submit product information and statements of qualifications to Purchasing Agent Tara Urdininea at tara.urdininea@orlando.gov.

The justification for sole source procurement is based on the technical requirement that Windcave is the only approved gateway solution maintaining compatibility and PCI/EMV compliance with the existing Amano McGann Pro+ infrastructure. Amano McGann emphasizes that its Pro+ line is proprietary and manufactured exclusively at its Cincinnati, Ohio facility, with sales, service, updates, and repairs available only through Amano McGann direct factory offices or authorized dealers. Windcave is identified as Amano McGann's exclusive EMV implementation and credit card gateway solution provider, making it the sole compatible merchant services provider for the City's parking operations. The procurement documentation does not specify contract pricing, funding sources, award values, or contract term details, indicating these terms will be negotiated or established following the challenge period conclusion.
