About this file
This is a sole source justification document from Amano McGann, Inc. to the City of Orlando, Florida, regarding parking system merchant services. The document establishes that Windcave Inc. is the exclusive provider of payment gateway and merchant services compatible with the City's existing Amano McGann Pro+ Parking Access and Revenue Control System. The City of Orlando has deployed this proprietary system across eight parking facilities since February 2020, including Jefferson Garage, Central Garage, Courthouse Garage, Admin Garage, 55West Garage, Library Garage, Washington Garage, and Geico Garage. A formal sole source procurement (S26-0063) was issued on March 3, 2026, with a response deadline of March 10, 2026, at 5:00 p.m. ET. The seven-day posting period allows competing suppliers to submit evidence of capability to provide equivalent products or services to the designated purchasing agent.
The justification for sole source procurement is based on the proprietary nature of the Amano McGann system integration, which requires Windcave as the exclusive credit card gateway solution to ensure PCI compliance and EMV implementation. Amano McGann manufactures the equipment by integrating subsystems from multiple vendors, including MEI for cash handling and Windcave for payment processing, with the Orlando office designated as the sole source provider for all sales, service, updates, and repairs. No pricing information, contract term, or renewal options are specified in the documentation provided, though the procurement establishes Windcave as the incumbent and only authorized merchant services provider for the City's parking operations.
