About this file

This is a sole source justification letter from Amano McGann, Inc. to the City of Orlando's Parking Division, establishing the basis for a proprietary parking system procurement. The City of Orlando has deployed Amano McGann Pro+ Parking Access and Revenue Control Equipment across eight parking facilities beginning in February 2020, including Jefferson Garage, Central Garage, Courthouse Garage, Admin Garage, 55West Garage, Library Garage, Washington Garage, and Geico Garage. The Amano McGann system comprises proprietary server hardware and software, proximity card readers, IO-100 communication controllers, ticket dispensers, pay-on-foot stations, and fee computers designed to operate as an integrated platform. The Notice of Intent to Award Sole Source (S26-0063) for Windcave Payment Gateway and Merchant Services was posted on March 3, 2026, with a response deadline of March 10, 2026, at 5:00 p.m. ET. A seven-calendar-day challenge period allows alternative suppliers to submit product information and qualifications to Purchasing Agent Tara Urdininea at tara.urdininea@orlando.gov.

The sole source justification rests on Windcave Inc.'s exclusive status as the proprietary credit card gateway solution embedded within the Amano McGann Pro+ system, providing EMV implementation and PCI compliance capabilities. Amano McGann and its authorized dealers serve as the sole source providers for all sales, service, updates, and repairs of the Pro+ hardware and software throughout the citywide deployment. Windcave is identified as the incumbent vendor and authorized merchant services provider for the City's parking operations. The procurement documentation does not specify pricing information, funding sources, contract term details, or award values, indicating these terms may be negotiated following the challenge period conclusion or in subsequent procurement phases. No set-aside designations or restrictions on respondent types are mentioned in the solicitation documents.
