About this file
This document is a Federal Highway Administration (FHWA) compliance filing that provides required data on construction contract change order administration procedures under FAR 36.211. The document states that FHWA currently has no agency-specific additional policies and procedures beyond federal requirements for definitizing equitable adjustments for change orders, which are defined as modifications to contract work per FAR 52.243-4.
The document presents a three-year performance data table (FY 2021-2023) tracking the time required to definitize equitable adjustments for change order proposals under construction contracts. Key findings show that definitization timeframes varied significantly across the period: in FY 2021, nine total proposals were processed with processing times ranging from 0-30 days (1 proposal) to 366+ days (2 proposals); in FY 2022, two total proposals were definitized, with most completed within 91-180 days; and in FY 2023, thirteen total proposals were definitized with a more distributed timeline across all categories except the fastest (0-30 days), with notable numbers in the 31-60 day (3), 61-90 day (3), 91-180 day (4), and 181-365 day (3) ranges. No undefinitized equitable adjustments carried over to contract completion in any fiscal year.
