About this file

The document is a comprehensive project manual for the Weldon Auditorium Renovations, a construction project for Clarendon County, South Carolina, prepared by Meadors Inc. The project involves renovations to the Weldon Auditorium, a type III-B construction building with mixed-use assembly and business occupancy built in 1954. The scope of work includes removing and replacing the existing roof system, extending parapet walls, installing new metal parapet caps, replacing gutters and downspouts, performing masonry repairs and cleaning, installing new HVAC units, repairing exterior elements, replacing ceiling light fixtures, installing OSHA-compliant attic catwalk railing, and installing new drainage lines in the courtyard. The project is scheduled to start in June 2025 with a required completion timeline of 8 months. The bid documents were issued on January 31, 2025, with a pre-bid conference on March 18, 2025, and bids due on April 8, 2025.

The project will be procured through a single prime contract with a bid security requirement of 5% of the bid amount. Bidders must provide comprehensive documentation including qualifications, licenses, insurance certificates, and performance bonds. The contract will be awarded based on the lowest responsive and responsible bidder, with the Owner reserving the right to reject any or all bids. The estimated project budget includes various allowances totaling $100,000 for contingencies, and unit prices have been established for potential additional work such as masonry repair, repointing, and material replacements. The project will require specialized historic treatment procedures, adherence to preservation standards, and careful documentation of existing conditions and proposed modifications.
