About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. The determination (No. 2015-5791, Revision 30, dated December 3, 2025) applies to federal service contracts in Pennsylvania counties of Bucks, Chester, and Montgomery.

The document establishes prevailing wage rates and fringe benefits for over 200 occupation classifications across multiple industry categories, including administrative support, automotive service, food preparation, furniture maintenance, general services, health occupations, information technology, instructional roles, materials handling, mechanics and maintenance, personal needs services, plant operations, protective services, recreation, stevedoring, technical occupations, and transportation. Wage rates range from $15.00 per hour (Nursing Assistant I, Child Care Attendant) to $55.66 per hour (Cable Splicer). All occupations receive fringe benefits of $5.55 per hour (up to 40 hours weekly, $222.00 weekly, or $962.00 monthly), with an alternative health and welfare rate of $5.09 per hour available for certain SCA-covered contracts also covered by Executive Order 13706. Standard benefits include two weeks paid vacation after one year of service, three weeks after eight years, and four weeks after fifteen years; a minimum of eleven paid holidays annually; and designated shift differentials for air traffic controllers and weather observers. Computer professionals, air traffic controllers, and weather observers have specific footnoted provisions addressing overtime pay and hazardous duty differentials. The determination also establishes procedures for contractors to request authorization of additional occupational classifications not listed through Standard Form 1444, with conformance requests requiring submission within 30 days of unlisted employees performing contract work.
